(m) Thirteenth Election District. Beginning at the inter-
section of the Patapsco River and the southwestern boundary line of
Baltimore City, thence northwesterly along the southwestern boundary
line of Baltimore City to its intersection with Wilkens Avenue,
thence southwesterly along the centerline of Wilkens Avenue to
its intersection with the northeastern property line of the University
of Maryland Baltimore County Campus, (UMBC) thence southeasterly
along said northeast property line to its intersection with Shelbourne
Road, thence southwesterly along the centerline of Shelbourne Road
to its intersection with Sulphur Spring Road thence southwesterly
along the centerline of Sulphur Spring Road to its intersection
with Gun Road, thence southwesterly along the centerline of Gun
Road to its intersection with the Patapsco River, thence south-
easterly and northeasterly along the center of Patapsco River to the
beginning.
Section 2. And be it further enacted, that this Act shall take
effect forty-five days after its enactment.

AN ACT to delete all reference to abandoned vehicles contained in
Article III of Title 17 "Motor Vehicles and Traffic" of the Bal-
timore County Code, and to include the word "alley" in that part of
Article III thereof which relates to free passage of vehicles, by
repealing and re-enacting with amendments the title of Article III
thereof and Sections 17-22 and 17-23 of the Baltimore County Code,
title "Motor Vehicles and Traffic," Article III. Stopping, Standing,
Parking and Abandoning.
Section 1. Be it enacted by the County Council of Baltimore
County, Maryland, That the title of Article III and Section 17-22,
thereunder, of the Baltimore County Code, 1968, title "Motor Ve-
hicles and Traffic," Article III. Stopping, Standing, Parking and
Abandoning be and they are hereby repealed and re-enacted with
amendments to read as follows:
Article III. Stopping, Standing and Parking.
Sec. 17-22. Parking, etc., so as to prevent free passage of vehicles.
No vehicle shall be so parked or otherwise stopped on any road,
street, [or] highway or alley in the county as to prevent the
free passage of other vehicles [or streetcars] in both directions at
the same time.
Section 2. And be it further enacted, that Section 17-23 of
the Baltimore County Code, 1968 (1969 Cumulative Supplement) title
"Motor Vehicles and Traffic" Article III. Stopping, Standing and
Parking, be and it is hereby repealed and re-enacted with amendments
to read as follows:
