(c) No fill shall be placed on frozen ground.

Section 12-2027. COMPACTION.

Fills shall be compacted in accordance with the following
provisions:

(1)    Type 1 and Type 2 Fills shall be compacted to a minimum
of ninety-five and ninety percent (95% and 90%), respectively, of
maximum density as determined in the laboratory by ASTM Test
Method D1557-66T (also known as the MODIFIED Proctor Test).
Type 3 Fill shall be compacted sufficiently so as to be stable and to
prevent an erosion hazard.

(2)    In place (field) density shall be determined by ASTM Test
or American Society of Highway Officials, equivalent tests Method
D1556-64T method, or by an equivalent test approved by the Depart-
ment of Public Works.

(3) Fills shall be placed in approximately horizontal layers, each
layer having a loose thickness of not more than eight inches (8").

Section 12-2028. STRUCTURAL ROCK.

Fills constructed predominantly of large rock (such as sandstone
and iron concretions) may be permitted only if the specifications
therefor are prepared by an Engineer, and only if the construction is
carried out under his direction and supervision.

Section 12-2029. MAXIMUM SLOPE

(a)    No fill or cut shall cause an A FINAL exposed surface or
FINAL cut face more steep than two (2) horizontal to one (1) ver-
tical.

(b)    Notwithstanding the provisions of subsection (a) of this
section, the Department of Inspections and Permits may require that
a fill or cut be constructed with an exposed surface or cut face with a
grade less than two (2) horizontal to one (1) vertical, or it may
require such other measures it deems necessary for stability, vegeta-
tive establishment and maintenance and safety.

(c)    Fills toeing out on natural slopes at a grade more steep
than three (3) horizontal to one (1) vertical shall not be made unless
approved by the Department of Inspections and Permits on recom-
mendation by the Department of Public Works.

Section 12-2031. EXISTING FEATURES.

Existing features which add value to development or natural or
man-made assets of the County (such as trees, watercourses, falls,
beaches, vistas, historic or architecturally significant buildings, and
similar irreplaceable assets) shall be preserved where possible, through
harmonious and careful development.
