MINUTES OF TOWN OF MANCHESTER: January 14, 1958
Manchester, Maryland
The Common Council met on the above date with Mayor Roy Robert-
son presiding. The following councilmen were present: Messrs. Earl Ying-
ling, George Harmon, John Grogg, Charles Fridinger, and Harvey Wertz.
Mr. Charles Fisher, the town attorney, and Mr. Ray Reizner of Whit-
man, Requardt and Associates was also present.
The Mayor announced the municipal corporation charter previously
adopted by revision November 12, 1957, having been advertised for four
successive weeks within a period of 40 days after the adoption of said
resolution and there being no petition of objection thereto is hereby de-
clared to be the charter of the Town of Manchester. The advertisement of
said resolution appeared in the Hanover Evening Sun, the Carroll County
Times and the Democratic Advocate on November 29, December 6, De-
cember 13, and December 20.

THE COUNCIL
3. NUMBER OF COUNCILMEN: SELECTION: TERM
All legislative powers of the town shall be vested in a council con-
sisting of five councilmen who shall be elected as hereinafter provided and
who shall hold office for a term of four years or until the succeeding coun-
cil takes office. The regular term of councilmen shall expire on the second
Monday following the election of their successors. Councilmen holding
office at the time this charter becomes effective shall continue to hold office
for the term for which they were elected and until the succeeding council
takes office under the provisions of this charter.
4. QUALIFICATIONS OF COUNCILMEN
Councilmen shall have resided in the town for at least one year im-
mediately preceding their election and shall be qualified voters of the town.
5. SALARY OF COUNCILMEN
Each councilman shall receive an annual salary which shall be equal
for all councilmen and shall be as specified from time to time by an ordi-
nance passed by the council in the regular course of its business; provided,
however, that the salary specified at the time any council takes office shall
not be changed during the period for which that council was elected. The
ordinance making any change in the salary paid to the several councilmen,
either by way of increase or decrease, shall be finally ordained prior to the
municipal election for members of the next succeeding council and shall
take effect only as to the members of the next succeeding council.
6. MEETINGS OF COUNCIL
The newly elected council shall meet at 8:00 P.M. on the second Mon-
day following its election for the purpose of organization, after which
the council shall meet regularly at such times as may be prescribed by its
rules but not less frequently than once each month. Special meetings shall
