(b) Beginning for the same at the northwesterly corner of Lot 63,
Block 102, of Garrett Park as such corner of lot coincides with the south-
westerly side of the Baltimore and Ohio Railroad right-of-way and run-
ning thence along said northwesterly corner N 42° 45' W. 571 feet, thence
leaving said northwesterly corner and with the outline of a conveyance
from Flora A. McNeal to John McCarthy recorded in Liber J.A. 3 at Folio
464 S 1° 24' 20" E. 512.02 feet to the corner of Lot 61 in Block 102 of
Garrett Park, it being also the northwesterly lines of Lots 61 and 63 of
Block 102 of said subdivision N. 75° 54' 30" E. 384.23 feet to the place
of beginning, all as shown on the plat recorded by R. K. Maddox, County
Surveyor prepared in June, 1953, and a copy of which is filed in equity
proceeding, Equity No. 16810, included and contained in said tract is the
subdivision known as Wells' Addition to Garrett Park as filed in Plat Book
49 at Plat 3821, among the Land Records for Montgomery County,
Maryland, the aforesaid property being the same conveyed by Alex K.
Hancock, Collector of Taxes to Alton L. Wells and Mabel Vail Wells, his
wife, in deed recorded in Liber 1860 at Folio 364 of the Land Records

to Garrett Park," being a resubdivision of parts of sections 57, 59, 61 and

THE MAYOR AND COUNCIL
Section 54-5. Number of Councilmen; Selection; Term.
All legislative and executive powers of the Town are vested in a
Council consisting of a mayor and five (5) councilmen who shall be
elected as hereinafter provided and who shall serve for a term of two (2)
years or until their successors are elected and duly qualified. The mayor
and councilmen holding office at the time this charter becomes effective
shall continue to hold office for the term for which they were elected, and
until their successors are qualified.
Section 54-6. Qualifications of Mayor and Councilmen.
The mayor and councilmen shall have resided in the Town for at least
one year prior to their election and shall be qualified voters of the Town.
Section 54-7. Salary of Councilmen.
The mayor and councilmen shall receive no fees or compensation for
their services.
Section 54-8. Meetings of Council.
The council shall meet on the first Monday following its election, and
thereafter the council shall meet regularly at such times as may be pre-
scribed by its rules but not less frequently than once each month. Special
meetings shall be called by the clerk-treasurer upon the request of the
mayor or a majority of the councilmen. All regular meetings of the coun-
