House Bill No. 834—Local Income Tax
AN ACT to repeal and re-enact, with amendments, Section 283
(a) of Article 81 of the Annotated Code of Maryland (1969 Replace-
ment Volume and 1971 Cumulative Supplement), title "Revenue and
Taxes," subtitle "Income Tax," to make it mandatory that each county
and Baltimore City, for the calendar year 1972 and every subsequent
calendar year, adopt a local income tax at a rate of fifty (50) percent
of the State income tax liability of each resident of the County or
of Baltimore City.

Dear Mr. Speaker:
In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed House Bill 834.
This bill requires each political subdivision to adopt an income
tax equal to fifty percent of the State income tax, for the calendar
year 1972, and each subsequent year. Its effect would be to increase
the local income tax in four counties.
I had originally sponsored this measure in an effort to maximize
Maryland's entitlement in the federal revenue sharing proposal. At
that time, the federal bill then under consideration by the House
of Representatives Committee on Ways and Means was drafted in
such a way that if the local income tax were uniform at the rate of
fifty percent of the State tax, Maryland would receive some $31,-
000,000 more than it otherwise would.
Since the adjournment of the General Assembly, the House Com-
mittee on Ways and Means has amended the federal bill in such
manner as to raise serious doubt whether there would be an .ad-
vantage to Maryland in having a uniform local tax at the fifty percent
rate. That advantage having been the motive behind the proposal,
I have decided, in light of the changes in the federal bill, to veto
House Bill 834.
