Dear Mr. President:
In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed Senate Bill 520.
This bill purports to provide that the Board of County Com-
missioners in Garrett County shall constitute the Board of Alcoholic
Beverage License Commissioners for Garrett County. The bill also
increases the salaries of the County Commissioners.
In my opinion, Senate Bill 520 is technically defective. Although
the bill apparently was intended to abolish the present Board of Al-
coholic License Commissioners in Garrett County, neither the title
nor the body of the bill expressly provides for this consequence.
Moreover, several provisions of law relating to the Board of Alcoholic
Beverage License Commissioners in Garrett County are repealed or
amended by Senate Bill 520 but the title of the bill does not describe
these measures. Furthermore, by increasing the salaries of the Gar-
rett County Commissioners, Senate Bill 520 may be in violation of
Article III, Section 35, of the Constitution of Maryland, which pro-
hibits the increase or decrease of the compensation of any public
officer during the term of his office. For these reasons, I believe
that there are problems with Senate Bill 520, and that the bill should
be reconsidered by the General Assembly next session.
In view of the foregoing, I have decided to veto Senate Bill 520.

Senate Bill No. 603—Education for Disadvantaged Children
AN ACT to add new Sections 106A, 106B, and 106C to Article 77
of the Annotated Code of Maryland (1969 Replacement Volume), title
"Public Education," to follow immediately after Section 106 thereof,
and to be under the new subtitle "Chapter 7A. Disadvantaged
Children," to provide that the State Board of Education shall pre-
pare and implement a compensatory education program for disad-
vantaged children.
