Senate Bill No. 390-—Real Property Tax Credits

AN ACT to repeal and re-enact, with amendments, Section 12F
(c) of Article 81 of the Annotated Code of Maryland (1971 Supple-
ment), title "Revenue and Taxes," subtitle "What Shall Be Taxed
and Where," AND TO ADD NEW SECTION 12F (E) TO SAID
ARTICLE, SAME TITLE AND SUBTITLE, TO FOLLOW IM-
MEDIATELY AFTER SECTION 12F (D) THEREOF, to provide

that tax credits as provided herein for certain persons shall be

mandated. TO MANDATE THE GRANTING OF REAL PROP-
ERTY TAX CREDITS BY LOCAL GOVERNMENTS TO CER-
TAIN DISABLED PERSON., AND TO PROVIDE FOR STATE
PAYMENTS TO THE COUNTIES AND BALTIMORE CITY FOR
THE LOCAL PROPERTY TAX CREDITS SO MANDATED.

Dear Mr. President:

In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed Senate Bill 390.

This bill as originally introduced would have mandated a prop-
erty tax credit to certain persons. As enacted, however, the bill also
requires the State to reimburse the subdivisions for the revenues
lost by reason of the mandated credits.

I have been advised that Senate Bill 390 would entail a cost
to the State of $500,000 for fiscal 1973 for which no provision has
been made in the State budget, and that the cost for the succeeding
years would be even greater. Moreover this bill would create what
I consider to be an unwise precedent of having the State assume the
cost of certain county tax credits which would, if extended to other
county tax credits, involve a much more considerable cost. For these
reasons, I have decided to veto Senate Bill 390.

Senate Bill No. 418—Corporate Agents in District Courts

AN ACT to repeal and re-enact, with amendments, Section 1 of
Article 10 of the Annotated Code of Maryland (1968 Replacement
Volume), title "Attorneys at Law and Attorneys in Fact," subtitle
"Admission to the Bar," and to add new Section 14A to Article
27 of the Annotated Code of Maryland (1971 Replacement Volume),
title and subtitle "Crimes and Punishments," subheading "Barratry;
Practice of Law by Corporation," to follow immediately after Sec-
tion 14 thereof, to permit officers or representatives AGENTS of
corporations to appear or sue in District Courts in the State of
Maryland in certain civil matters without legal counsel in Cecil, Kent,
Queen Anne's, Caroline and Talbot counties.
