AN ACT to add new Section 42A to Article 26 of the Annotated
Code of Maryland (1966 Replacement Volume), title "Courts,"
subtitle "Circuit Courts for the Counties — Court Stenographers,"
to follow immediately after Section 42 thereof, to create the posi-
tion of administrative office of the Seventh Judicial Circuit, provid-
ing for the appointment and powers and duties of the administra-
tion of this office relating to the operation of this office and the
powers of the Seventh Judicial Circuit in relationship thereof;
relating generally to the administrative office of the Seventh Judi-
cial Circuit and to its powers, duties, functions, and operations
under the Seventh Judicial Circuit; providing for the payment
of salaries and expenses thereof by the Boards of County Com-
missioners of Calvert, Charles, Prince George's and St. Mary's
Counties; and validating and transferring all such duties and
remunerations from any incumbent to the administrator appointed
under this section.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 42A be and it is hereby added to Article 26 of the
Annotated Code of Maryland, title "Courts," subtitle "Circuit Courts
for the Counties — Court Stenographers," to follow immediately
after Section 42 thereof, and to read as follows:
42A.
(a) An administrative office of the Courts of the Seventh Judicial
Circuit is created, with an administrator as its head to become
effective at such time as the circuit judges of the Seventh Judicial
Circuit shall deem necessary.
(b) The administrator shall be appointed by the judges of the
Seventh Judicial Circuit to serve during their pleasure. He shall
devote such time to his official duties as may be from time to time
prescribed by said judges and shall not at any time engage in the
practice of law without the express permission of the judges of said
court. He shall receive such salary and allowances as may be pre-
scribed and set by the several Boards of County Commissioners of
Prince George's County, St. Mary's County, Calvert County and
Charles County and whose salary shall be paid ½ by the Board
of County Commissioners for Prince George's County, and 1/6 by
each of the Boards of County Commissioners of St. Mary's County,
Calvert County and Charles County.
(c) The administrator, with the approval of the judges of the
Seventh Judicial Circuit shall appoint such assistants and other
employees as are necessary to enable him to perform his duties. Com-
pensation and allowances for said assistants and other employees,
together with expenses for the proper operation of said office shall
be as set and paid by the Board of County Commissioners of Prince
George's County.
(d) The administrator, under the supervision and direction of the
judges of the Seventh Judicial Circuit shall:
