PARTY OFFICE or be a candidate for any public or party office.
Two of them shall always be selected from and represent the ma-
jority party and one shall always be selected from and represent
the principal minority party.

2-6.

Each board has the power to appoint and to remove clerks,
registrars, voting machine custodians and deputy custodians, stenog-
raphers, and other employees, including temporary assistants, and
to prescribe their duties and fix their rank and compensation except
as provided elsewhere in this article. During the time of acting
in any capacity under this section no employee, whether or not on a
leave of absence,
shall hold ANY PUBLIC OR PARTY OFFICE or be
a candidate for any public or party office.

(a)    Baltimore City.—The board in the City of Baltimore shall
have the following employees at the minimum salaries indicated:
Chief clerk at a salary of $4,500 per annum; assistant chief clerk
at a salary of $4,500 per annum; two registrars at a salary of $3,800
each per annum; two assistant registrars at a salary of $3,000 each
per annum; two clerks at a salary of $3,500 each per annum; one
clerk at a salary of $2,900 per annum; two clerks at a salary of
$2,780 each per annum; thirteen clerks at a salary of $2,660 each
per annum; four clerks at a salary of $2,420 each per annum; cus-
todian of voting machines at a salary of $2,900 per annum; three
deputy custodians of voting machines at a salary of $2,660 each per
annum; three typists at a salary of $1,815 each per annum; one
stenographer at a salary of $2,300 per annum.

(1)    All such salaries in Baltimore City shall be as established
in the ordinance of estimates in Baltimore City, except that they may
not be less than as specified hereinabove in this subsection.

(2)    The chief clerk, with the approval of the board shall from
time to time secure such temporary assistants as may be necessary
for the proper transaction of the business of the office, and the
mayor and city council of Baltimore shall provide not less than five
thousand dollars ($5,000) annually for the compensation of these
temporary assistants.

(3)    Nothing in this subsection shall be so construed as to pre-
vent the board from requiring any of the above-mentioned employees
to perform such duties as the board may, in its discretion, deem
advisable.

(4)    One of the registrars and one of the assistant registrars
shall be appointed by the member of the board who is selected from
the principal minority party; and shall be removable by this mem-
ber of the board in his discretion.

(b)    Cecil County.—The board in Cecil County shall appoint a
chief clerk at an annual salary to be fixed by the County Commis-
sioners. The chief clerk so appointed shall be skilled in typing and
clerical work and he shall have charge of the proper maintenance of
the registration and voting records in Cecil County, subject to the
general supervision of the board. He shall be appointed upon the
basis of his skill and ability in record keeping without regard to
