acquisition of additional land for such purposes, taking into account
public land owned and managed for identical or similar purposes by-
federal agencies and by counties, municipalities and other subdivi-
sions of the State.

(6) Establish and maintain, for the use of the Department of
Natural Resources, a natural resources library cataloged according
to a recognized library system and containing legal, scientific and
administrative reports, books, documents, photographs, records and
other information on the natural resources and natural resources
administration.

154.

(c) All nonowners of shoreline may make a choice of "set" or
position between October 22 and November 1, inclusive of each and
every year and clearly mark the same as hereinbefore provided. Said
stake shall be at least five hundred (500) yards from the nearest
licensed blind or blind site and not less than one hundred and fifty
(150) yards from the nearest dwelling, and said [license] licensee
shall have the sole right to hunt at said blind site by means of float-
ing or boat blinds or body booting.

165.

Any person convicted before any court of competent jurisdiction
of this State for violating any of the provisions of Sections 154 to
164, unless a specific penalty is otherwise provided, shall be fined
not less than twenty-five dollars ($25.00) nor more than one hundred
dollars ($100.00) for each and every offense.

165C.

The sanctuary as provided for in this [subsection] subheading is
placed under the control and supervision of the Department of
Natural Resources of this State and this Department has the power
to make rules and regulations for the supervision of the sanctuary
and to patrol and enforce the provisions of this [subsection] sub-
heading
and any regulations which may be formulated by it.

411AB.

Any person, partnership, or corporation who shall discharge raw
sewage or other waste of any kind into the river, or any of its
tributaries, shall be guilty of a misdemeanor, and upon conviction
thereof shall be punished as provided in [Section 411 AD (b)] Sec-
tion 411AD (a).
Oyster and clam shells, and materials used in the
culture of marine life shall not be deemed waste for the purposes
of this subheading, nor shall a discharge from a sewage treatment
plant operating pursuant to the provisions of Section 411W be
deemed waste for the purposes of this section.

411AH.

In the event that the owners of operators of said sewage disposal
plant fail to submit a plan or to construct the necessary improvements
in accordance with an approved plan, the County Council of Anne
Arundel County or the City of Annapolis as appropriate shall, upon
