authorized representatives of the results thereof shall be final, and
the Commissioner or his duly authorized representatives shall issue
to the parties a certification of the results of the election, including
certification of representatives where appropriate.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to repeal and re-enact, with amendments, Sections 13, 14,
27 (a) and 41 of Article 64A of the Annotated Code of Maryland
(1970 Supplement), title "Merit System," to correct certain erron-
eous language and references therein.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 13, 14, 27 (a) and 41 of Article 64A of the Annotated
Code of Maryland (1970 Supplement), title "Merit System," be and
they are hereby repealed and re-enacted, with amendments, and all
to read as follows:

The Secretary of Personnel is authorized and empowered to prepare,
without examination, special lists of eligibles of persons certified by
the Division of Vocational Rehabilitation of the State Department
of Education to be physically capable and adequately trained to
qualify for a position in the classified service. The use of such special
lists of eligibles shall be optional with the appointing authority; pro-
vided that the Secretary, in his discretion, may fix the maximum
number of persons who may be appointed from such special lists of
eligibles by any appointing authority.
14.
It shall be the duty of all officers and employees of this State, at
the request of the Secretary of Personnel to aid the Secretary in all
proper ways in carrying out the provisions of this article; and of the
rules made under it; such duties to be performed without extra com-
pensation and as a part of the public duties of such persons.
It shall also be the duty of all officers and employees of this State
and of the several counties and municipalities thereof to allow the
reasonable use of public buildings and rooms, and to heat and light
the same for the holding of any examinations or investigations
provided for in this article, and in all proper ways to facilitate the
work of the Secretary.
27.
(a) After consultation with appointing authorities, the Secretary
of Personnel shall prepare and recommend to the Governor a pay
