and the entire property subject to taxation in the County shall be liable for
the payment thereof.
Section 4. Subparagraphs 1, 2 and 3 of subsection (b) of Section 2-
22A are hereby repealed and re-enacted, with amendments, to read as
follows:
2-22A. State of Public Emergency,
(b) Emergency Powers.
1. When in the judgment of the County Executive for Montgomery
County, a Public Emergency, as herein defined, is deemed to exist, the
County Executive has the authority forthwith to proclaim in writing the
existence of the same.
2. After proclamation of a Public Emergency, the County Execu-
tive in the interest of the public safety and welfare, may issue and make,
any or all, of the following provisions:

3. The powers and authority hereby granted to the County Executive
shall continue in full force and effect until the County Executive shall
determine that the emergency no longer exists. * * *
Section 5. Severability.
The provisions of this Act are severable and if any provision, sentence,
clause, section or part thereof is held illegal, invalid or unconstitutional or
inapplicable to any person or circumstances, such illegality, invalidity or
unconstitutionally, or inapplicability shall not affect or impair any of the
remaining provisions, sentences, clauses, sections or parts of the Act or
their application to other persons or circumstances. It is hereby declared
to be the legislative intent that this Act would have been adopted if such
illegal, invalid or unconstitutional provision, sentence, clause, section or
part had not been included therein, and if the person or circumstances to
which the Act or any part thereof is inapplicable had been specifically
exempted therefrom.
Section 6. Effective date.
This Act shall take effect on December 7, 1970.

An Act to amend Chapter 2, titled "Administration," of the Mont-
gomery County Code 1965, by repealing and re-enacting, with amend-
ments, Section 2-70, titled "Adoption of ordinances, rules and regula-
tions," to authorize the County Executive to adopt rules and
regulations for the use of land, buildings and other recreational
facilities.

land, that—
Section 1. Section 2-70, titled "Adoption of ordinances, rules and
regulations," of the Montgomery County Code 1965, is hereby amended
to read as follows:
