This Agreement shall bind and run to the benefit of the respective
parties, their heirs, successors, designees, and personal representatives and
assigns.

Section 3. The plans and specifications referred to as FHA Project
#052-00055-PM, Milestone Garden Apartments of Williamsport, Mary-
land, and shown on Drawings S-2 and S-3 of specifications shall be con-
structed by C. William Hetzer, Inc., are incorporated herein by reference.

Section 4. AND BE IT FURTHER RESOLVED, that this resolution
shall become effective at the end of forty-five (45) days following its final
enactment, unless a proper petition for referendum in accordance with the
laws of the State of Maryland hereon shall be filed, as permitted by law.
