Senate Bill No. 576—Vacancies in Office of Representative in

Congress

AN ACT to repeal and re-enact, with amendments, Section 22-1
(b) (5) of Article 33 of the Annotated Code of Maryland, as last
amended by Chapter 2 of the Acts of 1971, title "Election Code," sub-
title "House of Representatives," providing for elections to fill
vacancies in the office of Representative in Congress and generally
relating thereto.

Dear Mr. President:

In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed Senate Bill 576.

This bill amends the Election Code relating to the filling of vacan-
cies in the office of Representative in Congress.

The Attorney General, while not disapproving the bill for con-
stitutionality, has advised me that the bill is "incomplete and that a
carrying out of its principles could result in severe voter confusion
and administrative chaos." A copy of the Attorney General's opinion
is attached herewith and is to be considered a part of this message.

In light of the foregoing, I have decided to veto Senate Bill 576.
