(Senate Joint Resolution 93)
Senate Joint Resolution establishing an advisory commission to be
known as the Deep Creek Lake Commission, to advise various
authorities on the planning, use and development of the Deep
Creek Lake area, and generally relating thereto.
Whereas, Deep Creek Lake and its surrounding watershed is a
natural asset to the State of Maryland and to Garrett County; and
Whereas, Deep Creek Lake is owned by the Pennsylvania Electric
Company, a private corporation which uses the waters of the lake
for the production of electric power but has no responsibility for
planning, use, and development of the other multiple benefits of the
lake and its surrounding watershed; and
Whereas, No single State or local agency exercises comprehensive
control over the planning, use, and development of Deep Creek Lake
and its surrounding watershed; now, therefore, be it
Resolved by the General Assembly of Maryland, That a Deep Creek
Lake Commission shall be created to advise the various State and
local agencies, the Pennsylvania Electric Company, and commercial
and private property owners, on the planning, use, and development
of the waters of Deep Creek Lake and its surrounding water-
shed; and be it further
Resolved, That this Commission shall operate under the general
supervision of the Maryland Secretary of Natural Resources, and
shall be composed of five members appointed by the Secretary of
Natural Resources with the advice of the Garrett County Commis-
sioners. The members of the Commission shall be resident property
owners of Garrett County, shall receive no salaries, but shall be
allowed reasonable expenses to be paid by the Maryland Department
of Natural Resources; and be it further
Resolved, That this Commission shall function in an advisory
capacity to State and local agencies accountable for promulgating
rules and regulations in these areas; and be it further
Resolved, That this Resolution shall be immediately effective as
an indication of the urgent need for the Deep Creek Lake Commission.

Senate Joint Resolution to require the Department of Natural Re-
sources to submit a program to combat oil spillages.
Whereas, oil pollution is a serious and constant threat to the
fishery, recreation and aesthetic resources of the Chesapeake Bay
and its tributaries; and
