1870                             Joint Resolutions

No. 70
(Senate Joint Resolution 47)

Senate Joint Resolution requesting appointment of a legislative com-
mittee to conduct an in depth, study into the areas of law enforce-
ment and the administration of justice.

Whereas, there is a need to establish a more just formula for the
distribution of federal and state funds to counties and municipalities
in the State of Maryland; and

Whereas, there is a need to review the needs and establish priori-
ties of the various problems of the subdivisions in reference to the
administration of law enforcement and justice; and

Whereas, all local and State law enforcement and judicial pro-
cedures should be thoroughly studied and priorities of importance
established; now, therefore, be it

Resolved by the General Assembly of Maryland, that a legislative
committee be appointed by the Speaker of the House and the Presi-
dent of the Senate to conduct an in depth study into the areas of law
enforcement and the administration of justice; and, be it further

Resolved, that the committee should submit its report to the Gen-
eral Assembly by January 1, 1972.

(House Joint Resolution 48)

House Joint Resolution directing the State Director of Civil Defense
to investigate the reaction of television and radio broadcasting
stations to the recent emergency order, and directing that he report
his findings to the Governor.

Whereas, the safety of the people of the State and the Nation may
depend upon the immediate execution of a Civil Defense Emergency
Plan, and

Whereas, the immediate cooperation of the radio and television
broadcasting stations is essential for any effective Plan, and

Whereas, it has recently come to light that many such stations
did not respond to an emergency alert, chiefly because the alert
occurred at the time of the usual system test, and

Whereas, it is quite likely that if an actual emergency should
arise it will come at the time of such a routine test; now, therefore,
be it

Resolved by the General Assembly of Maryland, That the State
Director of Civil Defense investigate the entire matter and report to
the Governor his findings; and be it further
