No. 39
(House Joint Resolution 59)
House Joint Resolution requesting the Legislative Council to study
the feasibility of consolidating the historical commissions of the
State under a unified Department of Historical Commissions and
Museums.
Whereas, In recent years there has been an increase in the num-
ber of Maryland historical commissions with a corresponding increase
in their budgetary funds; and
Whereas, These historical commissions presently are the Mary-
land Historical Trust, the Capital City Commission, Historic Annap-
olis, Incorporated, the War Memorial Commission, St. Mary's City
Commission, the Hall of Records Commission, the Commission on
Negro History, the New Life Commission, and the Bi-Centennial
Commission; and
Whereas, There is considerable confusion and overlapping as a
result of these various commissions; and
Whereas, It is evident that greater efficiency and economy could
be attained by consolidating some or all of these commissions under
a unified Department of Historical Commissions and Museums; and
Whereas, The Historical and Museum Commission of Pennsyl-
vania would serve well as a model for a unified Department of His-
torical Commissions and Museums for Maryland; now, therefore,
be it
Resolved by the General Assembly of Maryland, That the Legisla-
tive Council of Maryland be requested to study the feasibility of
consolidating the historical commissions of the State under a unified
Department of Historical Commissions and Museums; and be it
further
Resolved, That the Legislative Council report the results of its
study to the General Assembly at the 1972 Legislative Session; and
be it further
Resolved, That copies of this Resolution be sent to the Chair-
man of the Legislative Council, Honorable William S. James, and
to the Vice-Chairman of the Council, Honorable Thomas Hunter
Lowe.
Approved May 6, 1971.
