ADDENDUM TO THE SESSION LAWS
Report of the General Assembly Compensation Commission
Acting under the provisions of Section 15 of Article III of the
Constitution of Maryland, as amended by Chapter 576 of the Acts
of 1970, ratified by the voters of Maryland, on November 3, 1970,
the General Assembly Compensation Commission reported to the
General Assembly in late January, 1971.
The Commission made general recommendations concerning the
compensation and allowances to be paid to the members of the Gen-
eral Assembly.
The Constitution provides that recommendations from the Com-
pensation Commission, together with any modifications made by the
General Assembly "shall take effect and have the force of law as of
January 1, 1971 ..... within thirty days of its receipt by the General
Assembly......."
The following two provisions were on page R-10 of the report
of the Compensation Commission:
"FURTHER RESOLVED, that Sections 1, 2 and 38(1) of
Article 40 of the Annotated Code of Maryland (1965 Re-
placement Volume and 1970 Cumulative Supplement), title
'General Assembly', subtitles 'Mileage, Pay and Stationery',
and 'Legislative Council', be and they are hereby repealed.
FURTHER RESOLVED, that all desk orders, journal
entries, regulations, rules or resolutions and any other pro-
visions of law in any way inconsistent with the express
or implied language of Items 1 and 2 of this resolution
relating to compensation and allowances in any form for
members of the General Assembly of Maryland be and they
are hereby repealed."
Pursuant to the constitutional provisions and as provided in the
report of the General Assembly Compensation Commission, Sections
1, 2, and 38(1) of Article 40 of the Annotated Code of Maryland
(1965 Replacement Volume and 1970 Supplement) are repealed. Note
also that portions of the resolution adopted by the Compensation Com-
mittee have the effect of amending sections in Article 73B of the Code,
title "Pensions."
This action is included in the Session Laws for 1971, in order
that it may be noted as part of the action of that session. The entire
text of the report and resolution of the General Assembly Compensa-
tion Commission are printed in an appendix to this volume of the
Session Laws for 1971.
