(c) The Commission shall be funded by the State to the extent of
$100,000.00 per year IN AN AMOUNT NOT TO EXCEED $75,000
ANNUALLY for three years. The Commission shall have the author-
ity to seek federal and private funding also.
(d) The Commission shall have the authority to appoint and fix
the compensation of such personnel as it deems necessary. SUBJECT
TO THE APPROVAL OF THE BOARD OF PUBLIC WORKS.
(e) The Commission shall cease to exist at the end of three years
from the date of passage of this Act.
Sec. 2. And be it further enacted, That all the property, files,
assets, and liabilities of the Commission are hereby transferred to
the new Commission on Negro History and Culture, and shall become
the assets and liabilities of the new Commission.
Sec. 3. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

AN ACT to add new Section 344B to Article 66C of the Annotated
Code of Maryland (1970 Replacement Volume), title "Natural
Resources," subtitle "Forests and Parks," subheading "In Gen-
eral," to follow immediately after Section 344A thereof, to limit the
acquisition of land for State Parks to the number of acres approved
by the General Assembly, to require the Director of Forests and
Parks to obtain General Assembly , TO REQUIRE approval for
any revisions to the "Maryland Outdoor Recreation and Open
Space Plan" prior to the initiation of any action to obtain addi-
tional land for any State Park, and to repeal any laws inconsist-
ent with this act to the extent of the inconsistency.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 344B be and it is hereby added to Article 66C of the
Annotated Code of Maryland (1970 Replacement Volume), title
"Natural Resources," subtitle "Forests and Parks," subheading "In
General," to follow immediately after Section 344A thereof, and to
read as follows:
344B.
In all cases of acquisition of land for State Parks the Department
of Forests and Parks shall limit such acquisition to the number of
acres approved by the General Assembly. The Director of Forests
and Parks is required to obtain the approval of the General Assembly
