manner: two from management in the building and construction
industry; two from labor in said industry; all appointed by the
Governor, with the advice of the Secretary of Licensing and Regula-
tion and
with the advice and consent of the Senate, from among
persons recommended by organizations in the respective groups;
and two representatives of the general public appointed by the
Governor, with the advice of the Secretary of Licensing and Regu-
lation and with the advice and consent of the Senate.

(b)  It shall be the duty of the Council to advise the Commissioner
with respect to the carrying out of his functions under this subtitle
and to submit to the Commissioner recommendations with respect
thereto. The Council shall meet at least twice each year and at other
times the Commissioner requests. On or before the first day of
January each year, the Commissioner shall submit to the Governor
and to the Secretary of Licensing and Regulation an annual report
covering his activities under this subtitle for the preceding calendar
year, including each recommendation which he has received from the
Council during the preceding calendar year and including full infor-
mation as to the operation of the subtitle and other information and
data he deems desirable in connection with prevailing hourly wage
rates.

(c)  The Commissioner may call upon other agencies of the State
and local governments for statistical data, reports, and other infor-
mation which will assist the Council in the performance of its duties.

(d)  Appointed members of the Council shall serve terms of three
years except as hereinafter provided and shall be eligible for re-
appointment. Of the members first appointed, the two selected from
the general public shall serve terms of two years each; one manage-
ment member and one labor member shall serve a term of one year
each; and the other two shall serve a term of three years each. Any
vacancies occurring in any term shall be filled by the Governor's
appointment with the advice of the Secretary of Licensing and Regu-
lation
for the remainder of the term. The members shall be com-
pensated on a per diem basis as set forth in the annual State budget
from time to time, and they shall be allowed reasonable expenses for
travel.

Sec. 30. And be it further enacted by the General Assembly of
Maryland,
That all persons who are, as of June 30, 1970, members,
officers and employees of all departments, offices, boards, commis-
sions and agencies included within the
Department of Licensing and
Regulation are hereby confirmed in the office, position and classifi-
cation which they hold as of
June 30, 1970, as members, officers and
employees of such departments, offices, boards, commissions and
agencies, except as otherwise provided in this Act or until they
retire, resign or are removed as provided by law, or
until the terms
to which they were appointed expire.

MARYLAND, THAT ALL PERSONS WHO ARE, AS OF JUNE
30, 1970, CLASSIFIED EMPLOYEES OF THE DEPARTMENTS,
OFFICES, BOARDS, COMMISSIONS AND AGENCIES WHICH
CONSTITUTE PARTS OF THE DEPARTMENT OF LICENSING
AND REGULATION SHALL RETAIN THEIR MERIT SYSTEM
STATUS, EXCEPT AS OTHERWISE SPECIFICALLY PRO-
VIDED IN THIS ACT.
