(b)  The Board shall be comprised of five members to be archi-
tects of recognized standing, at least three of whom are graduates
of schools of architecture accredited by the National Architectural
Accrediting Board and all of whom have been engaged in the in-
dependent practice of architecture in the State of Maryland for a
period of ten or more years at the time of their appointments. The
term of office of said members shall be five years of which one
expires each year; and as the term of each member expires, the
Governor, with the advice of the Secretary of Licensing and Regula-
tion,
shall appoint his successor for a term of five years. Any vacancy
occurring at any time in the personnel of the Board shall be filled
by [the Governor's appointing] appointment by the Governor with
the advice of the Secretary of Licensing and Regulation of
a suc-
cessor for the unexpired term. The Governor, with the advice of the
Secretary of Licensing and Regulation,
shall designate as chairman
of the Board one of the members so appointed by him.

(c)  The members of the Board shall receive no salary per diem
and shall be entitled to receive their necessary and proper expenses
for travel and otherwise, out of the monies available therefor in the
hands of the Board.

(d)  Each member of the Board shall take the oath of office as
prescribed by the Constitution of the State of Maryland.

518.

(f) The Board shall keep a record of its proceedings and shall
make an annual report thereon to the [Governor] Secretary of
Licensing and Regulation.

518 A.

The exercise or performance of all powers, authority, duties, and
functions vested in the Board by the provisions of this subtitle,
shall be subject to the power and authority of the Secretary of Li-
censing and Regulation as set forth in Article 41 of this Code, or
elsewhere in the laws of this State.

Sec. 17. And be it further enacted by the General Assembly of
Maryland,
That Sections 539 and 545 (d) of Article 43 of the Anno-
tated Code of Maryland (1957 Edition, 1965 Replacement Volume),
title "Health," subtitle "Cosmetologists," be and they are hereby re-
pealed and re-enacted, with amendments, and new Section 545A be
and it is hereby added to the same article, title, and subtitle to fol-
low immediately after Section 545 thereof all to read as follows:

539.

There is hereby created a board to be known as the "State Board
of Cosmetologists," which shall be a part of the Department of
Licensing and Regulation.
[Within 30 days after June 1, 1935, the]
The Governor, with the advice of the Secretary of Licensing and
Regulation,
shall appoint a State Board of Cosmetologists, consisting
of three (3) members. Such members must have at least five (5)
years' practical experience hairdressing or beauty culture, shall be
citizens of this State, and shall not be members of nor affiliated with
any establishment, firm or corporation manufacturing or selling or
