Machine Operators;" and to repeal and reenact, with amendments,
Section 4-1 of the Code of the Public Local Laws of Baltimore
City being Article 4 of the Code of Public Local Laws of Mary-
land (1969 Edition), title "Article 4—Code of Public Local Laws
of Maryland," subtitle "Examining Engineers;" and to repeal and
reenact, with amendments, Section 3-1 of the Code of Public Local
Laws of Baltimore City being Article 4 of the Code of Public
Local Laws of Maryland (1969 Edition), title "Article 4—Code
of Public Local Laws of Maryland," subtitle "Electrical Apparatus
and Wiring;" and to repeal and re-enact, with amendments, Sec-

tions 3, 5, 6, 8, 12, 14, 15B, 57, and 60 of Article 78 of the

Annotated Code of Maryland (1957 Edition, 1969 Replacement

Volume), title "Public Service Commission Law," subtitle "Pub-

lic Service Commission," subheading "Functions, Duties and Pow-
ers of the Commission;"
and to repeal and re-enact, with amend-
ments, Sections 1, 2, 31 (a), 51 (a), and 53 of Article 89 of
the Annotated Code of Maryland (1957 Edition, 1969 Replacement
Volume), title "Department of Labor and Industry," subtitles "In
General," "Occupational Safety," and "Planned Apprenticeship
Standards and On-the-Job Training Activities" to be under the
new title "Division of Labor and Industry" but to be under the
same subtitles; and to repeal and reenact, with amendments, Sec-
tion 165A of Article 56 of the Annotated Code of Maryland (1957
Edition, 1968 Replacement Volume, 1969 Supplement), title
"Licenses," subtitle "Fee-Charging Employment Agencies;" and
to repeal and reenact, with amendments, Sections 85 (a) and 106
of Article 100 of the Annotated Code of Maryland (1957 Edition,
1964 Replacement Volume, 1969 Supplement), title "Work, Labor
and Employment," subtitles "Wage and Hour Law" and "Con-
tracts for Public Works;" and to create in the Executive Branch
of Maryland government a Department of Licensing and Regu-
lation to be headed by the Secretary of Licensing and Regulation,
and to provide for the duties and responsibilities of said Secre-
tary, as well as the staffing of said department, to provide that
said Secretary shall be responsible for the operation of the De-
partment of Licensing and Regulation and requiring the Secre-
tary to establish guidelines and procedures to promote the orderly
and efficient administration of said department, and to provide
that said Secretary be responsible for carrying out the Governor's
policies with respect to all matters assigned to said department; to
provide for the appointment of a Deputy Secretary and such office
assistants, professional consultants and employees as may be pro-
vided by law or the State budget; to provide that the Attorney
General be the legal advisor to the Department of Licensing and
Regulation; and to provide that the following boards, commis-
sions, bureaus, offices, divisions, and units of State government
shall be included within said Department of Licensing and Regu-
lation: the State Athletic Commission, the Banking Board, the
Bank Commissioner, the Division of Building, Savings and Loan
Associations, the Maryland Home Improvement Commission, the
Insurance Division, the Commissioner of Small Loans, the Mary-
land State Board of Censors, the Public Service Commission, the
Maryland Racing Commission, the Maryland Race Fund Advisory
