sibility for jail conditions, maintenance and improvement of the
facility, purchasing of supplies, the treatment of prisoners, the staff-
ing of the jail, need for additional employees, and the arrangement
of prisoners. The Board shall insure that prisoners are separated
by appropriate category and that those awaiting action of a grand
jury are not confined with those who have been convicted and
sentenced. The Board shall prepare and maintain a current master
plan for jail improvement. The Board shall submit a monthly report,
which shall be available to the public, to the County Commissioners
and Sheriff of Cecil County.

(c) The Jail Board shall have full authority to oversee the opera-
tion and maintenance of the county jail, and its powers also include
but are not limited to hearing complaints from the public concerning
the jail or any aspect of its operation and promulgating rules and
regulations for the operation of the jail not inconsistent with appli-
cable laws and ordinances. The expenses of operating the jail and
actual expenses incurred by the Board in connection with its business
shall be provided for in the Sheriff's budget.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 332
(House Bill 294)

AN ACT to repeal and re-enact, with amendments, Sections 342(d),
420(n), 422 and 423 of Article 41 of the Annotated Code of
Maryland (1969 Supplement), title "Governor-Executive and Ad-
ministrative Departments," subtitles "Commission on Physical Fit-
ness" and "Greater Baltimore Consolidated Wholesale Food
Market Authority," amending the Governor-Executive and Ad-
ministrative Departments laws of this State in order to make
certain corrections in the language thereof.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 342(d), 420(n), 422 and 423 of Article 41 of the
Annotated Code of Maryland (1969 Supplement), title "Governor-
Executive and Administrative Departments," subtitles "Commission
on Physical Fitness" and "Greater Baltimore Consolidated Wholesale
Food Market Authority," be and the same are hereby repealed and
re-enacted, with amendments, to read as follows:

342.

(d) The Commission, with the approval of the Secretary of
Health and Mental Hygiene, may employ professional, technical,
clerical, stenographic, and other personnel to carry out its duties
and functions within the limits of budgetary appropriations from
time to time. None of the employees or officers of the Commission
are subject to the provisions contained in Article 64A of this Code,
title "Merit System."
