otherwise, [and] one of whom shall be a member of the Board of
County Commissioners [.] , and two of whom shall be members of
the Youth Commission. All members of the Board, except the County
Commissioner member who shall serve for his elected term of of-
fice[,] and the two members of the Youth Commission who shall
serve for their appointed term of office shall be appointed for four
years from the first day of January of the year of their appointments
or until their successors are appointed. The members of the Board,
other than the County Commission member [,] and the two members
of the Youth Commission who shall serve their terms concurrently,
when first appointed, shall be divided into three classes. The initial
terms of those in the first class shall be for four years; of those in
the second class, three years; and of those in the third class, two
years. Vacancies, except those at the expiration of a term, shall be
filled in the same manner as the original appointments and for the
unexpired term. In the appointment of Board members the County
Commissioners shall give due regard to population and geography.
All members of the Board shall serve without compensation.
(G) PERSONNEL. THE BOARD MAY, SUBJECT TO THE
APPROVAL OF THE COUNTY COMMISSIONERS, EMPLOY
SUCH PERSONNEL AS IT MAY CONSIDER NECESSARY TO
ADMINISTER ITS FUNCTIONS PROPERLY. IF IT EMPLOYS
A DIRECTOR OF RECREATION AND PARKS, HE SHALL BE
A PERSON WITH TRAINING, EXPERIENCE, AND CAPACITY
TO INITIATE AND MAINTAIN A PROGRAM OF PUBLIC REC-
REATION UNDER HIS GENERAL SUPERVISION; AND HE
SHALL SERVE AT THE PLEASURE OF THE BOARD. THE
SALARIES OF ALL PERSONNEL SHALL BE FIXED BY THE
BOARD, SUBJECT TO THE APPROVAL OF THE COMMIS-
SIONERS. THE BOARD MAY, IN ADDITION, EMPLOY SUCH
VOLUNTARY HELP AS IT DEEMS NECESSARY TO CARRY
OUT THE PROVISIONS OF THIS SUBTITLE.
[214.
The Youth Commission shall have the following powers and duties:
(1) To assume the leadership in studying the services available
to and the needs of the youth in the County.
(2) To carry out a program of public information on youth
problems, its needs, and the action needed through the various public
media such as press, radio, personal contacts, etc.
(3) To stimulate the full development of present youth facilities
and to promote local coordination and cooperation of youth services.
(4) To provide technical advice and guidance to local non-profit
organizations furnishing such services.
(5) To develop and put into effect local programs of Juvenile
Delinquency Prevention.
(6) Cooperate with any Federal, State, local agency, board or
commission, including the Maryland Commission for the Prevention
and Treatment of Juvenile Delinquency, and any interested private
or civic organization to obtain information and action on behalf of
the county's youth.
