One constable at large may be appointed by the county commis-
sioners of the several counties for each trial magistrate, and each
of said constables at large shall receive, in lieu of fees in civil and
criminal cases, an annual salary of $600.00; but in Allegany County,
the County Commissioners shall appoint [two constables] one con-
stable at large for the two trial magistrates who sit for the trial
of cases in the City of Cumberland; [each of] the said [constables]
constable shall receive an annual salary of [not less than three
thousand dollars ($3,000.)] four thousand eight hundred dollars
($4,800); and such mileage as the County Commissioners shall al-
low, and the County Commissioners of Allegany County may increase
the compensation of said [constables] constable or appoint addi-
tional constables at large for trial magistrates in said county and
provide for the compensation of such constables either by the fees
prescribed by law or by such annual salary in lieu of fees, as the
County Commissioners in their discretion, may determine provided,
however, that the provisions of this section shall not apply to the
counties of Howard, Carroll, Frederick, Calvert and in Anne Arundel
the County Commissioners shall provide the compensation for the
constables of the People's Court as provided in the public local laws
thereof.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

AN ACT to repeal and re-enact, with amendments, Section 51 (k)
of Article 25 of the Annotated Code of Maryland (1969 Supple-
ment), title "County Commissioners," subtitle "County Treas-
urers," to change the salary of the Treasurer of Harford County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 51 (k) of Article 25 of the Annotated Code of Mary-
land (1969 Supplement), title "County Commissioners," subtitle
"County Treasurers," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
51.
(k) Harford County.—The county treasurer of Harford County
shall receive an annual salary of [$12,000.00] $14,000.00 and this
shall be his sole compensation for services performed by him of any
character whatever, including the issuance of licenses. The treasurer
shall appoint a deputy treasurer, who shall give such bond to the
treasurer as the said treasurer may require, and shall receive an
annual salary as such deputy treasurer, to be fixed by the treasurer
and County Commissioners, payable in monthly installments.
