2816                                Municipal Charters

it may adopt and enforce all needful rules and regulations concerning
nuisances and causes of sickness within said County not inconsistent with
the provisions of the Public General Laws, or this subtitle relating thereto;
and may regulate all fees and charges in connection with such rules and
regulations.

12.202—County Health Officer

The County Health Officer shall be appointed by the Board of Health
pursuant to Article 43 of the Code of Public General Laws; and he shall
have such duties and responsibilities as may be prescribed by law or
by regulation.

12.203—Resistance to Health Officer

If any person shall knowingly obstruct or resist the County Health
Officer, SANITARIAN or his representative, in the execution of the powers
to him given, or in the performance of the duties enjoined upon him by
law in relation to the public health, upon conviction of such obstruction
or resistance by the People's Court for Howard County, such persons shall
be deemed guilty of a misdemeanor and shall be fined not less than Five
Dollars ($5.00) nor more than One Hundred Dollars ($100.00), or be
imprisoned, in the discretion of the Court, for not more than thirty (30)
days.

12-204—Nuisances, Conditions Dangerous to Health—Abatement

The Board of Health of Howard County, the County Health Officer,
SANITARIAN or his representative, shall take cognizance of all condi-
tions dangerous to health and all unhealth nuisances within Howard
County. Whenever any legally qualified medical practitioner, or any two

or more persons affected thereby, shall make a complaint, in writing, to
the Board of Health, DANGEROUS TO HEALTH AND ALL UN-
HEALTHY NUISANCES WITHIN HOWARD COUNTY AND MAY
UPON THEIR OWN INITIATIVE INSTITUTE INVESTIGATIONS
AND, IN THE EVENT SUCH CONDITIONS ARE FOUND TO
EXIST, SHALL FOLLOW THE PROCEDURE IN SECTION 12.211
OF THIS SUBTITLE TO REMEDY SAID CONDITION. WHEN-
EVER ANY LEGALLY QUALIFIED MEDICAL PRACTITIONER, OR
ANY ONE OR MORE PERSONS AFFECTED THEREBY, SHALL
MAKE A COMPLAINT TO THE BOARD OF HEALTH or to the County
Health Officer, SANITARIAN or his representative, that any water course,
well, spring, open ditch, gutter, cesspool, drain, privy, pit, pig pen or other
place, or any accumulation or deposit of any substance is in a condition
dangerous to human health, the County Health Officer, SANITARIAN
or his representative, shall immediately institute an investigation, and
if they shall decide that the place or thing complained of is in such
condition as to injuriously affect the life or health of any person, the
said County Health Officer, SANITARIAN or his representative, shall
follow the procedure in Section 12.211 of this subtitle to remedy said
condition.

12.205—Connection of Property With Public Water Supply or Sewerage
System

Whenever a system of water supply or sewerage serving the public
is directly available to any property upon which there exists a spring,
well, cesspool, privy, sink drain, septic tank or private sewage disposal
plant, which has been determined prejudicial to health, the County Health
Officer, SANITARIAN or his representative, may order, in accordance
