Council Bill No. 19
An Act adding Sections 3.400, 3.401, and 3.402 to the Howard
County Code adopting the Howard County Plumbing Code dated
January 1, 1969, as prepared and printed by Howard County Central
Services, creating a Plumbing Code Advisory Committee and estab-
lishing its duties and responsibilities.
Section 1. Be it enacted by the County Council of Howard County,
Maryland, That Sections 3.400, 3.401, and 3.402 be and are hereby added
to Title 3 of the Howard County Code, titled "Buildings", subtitle "Plumbing
Code" to read as follows:
3.400—Plumbing Code
The Howard County Plumbing Code and Rules and Regulations Gov-
erning Plumbing and Drainage Work, dated January 1, 1969, as printed
and published by Howard County Central Services, Court House, Ellicott
City, Maryland, is hereby adopted by reference as the Plumbing Code for
Howard County.
3.401—Plumbing Code Advisory Committee
There is hereby created a Plumbing Code Advisory Committee which
shall consist of five residents and qualified voters of Howard County, two
of whom shall be licensed and practicing Master Plumbers and three of
whom shall have no connection with the plumbing or construction business.
Members shall be appointed by the County Executive by and with the
advice and consent of the County Council to serve for overlapping terms
of three years from the first day of January of the year of their appoint-
ments or until their successors are appointed and qualified. Vacancies,
except those at the expiration of a term, shall be filled in the same manner
as original appointment and for the unexpired term. Members of the Com-
mittee shall receive no compensation for their services except reasonable
and necessary expenses as may be provided in the budget. The Committee
shall annually select a Chairman and a Vice Chairman from its
membership.
3.402—Duties and Responsibilities of the Committee
The Plumbing Code Advisory Committee shall review the Howard
County Plumbing Code and shall submit to the County Council its recom-
mendations for changing and revising the Plumbing Code each year during
the Council's annual legislative session.
Section 2. Be it further enacted by the County Council of Howard
County, Maryland, That this Act shall take effect sixty (60) days after
its enactment.
This Bill, having been approved by the Executive and returned to
the Council, stands enacted on July 14, 1969.
