of the county council. The terms of members, including terms of members
now in office, shall commence on appointment and shall expire on the
following May 25 or as soon thereafter as their successors are appointed.

(b) Responsibilities and duties; officers, committees and bylaws.
Such board shall have the responsibilities and duties of assisting the
county executive in the civil defense effort. The board is authorized to
elect a chairman and other officers, to establish such committees of its
members or others and to adopt such bylaws for its organization and the
conduct of its affairs as it deems desirable.

Section 21. Section 2-85, Chapter 2, title "Administration" of the
Montgomery County Code 1965, as amended, is hereby repealed and re-
enacted, with amendments, to read as follows:

2-85. Assistance to boards.

The chief administrative officer is authorized to make available to
these advisory boards services and facilities of the county government
to aid the boards in their work.

Section 22. Section 2-94, Chapter 2, title "Administration" of the
Montgomery County Code 1965, as amended, is hereby repealed and re-
enacted, with amendments, to read as follows:

2-94. Employees, etc.

There may be appointed and assigned to the county board of appeals
such employees, and the chief administrative officer shall make available
to the board such services and facilities of the county, as are necessary or
appropriate for the proper performance of its duties, and the county attor-
ney shall serve as counsel to the board.

Section 23. Subsection (a) of Section 2-179, Chapter 2, title
"Administration" of the Montgomery County Code 1965, as amended, is
hereby repealed and re-enacted, with amendments, to read as follows:

(a) The authority to establish the general rules, regulations, and
standards for the administration of the office shall be vested in a board
of trustees except as to matters required by the Montgomery County
Charter, Public General or Public Local Law to be regulated or approved
by the county council, the county executive or the county personnel board.
The board of trustees shall be composed of nine members, each serving
a term of three years. Each trustee shall be appointed for a full term, or
for the balance of an unexpired term, by a panel (of which five members
shall be a quorum for all business of the panel) consisting of:

The Judge of the Court of Appeals for the State of Maryland from the
Third Appellate Circuit; the Judge of the Court of Special Appeals from
the Third Special Appellate Judicial Circuit; the Administrative Judge
for the Montgomery County Circuit Court; the Chief Judge for the
Montgomery County People's Court; the Administrative Judge of the
Montgomery County People's Court for Juvenile Causes; the County Execu-
tive or his designee and two members of the Montgomery County Bar
Association designated by the Executive Committee of that Association.
Said panel shall be presided over by the Judge of the Court of Appeals
from the Third Appellate Circuit (or his designee in his absence).

Section 24. Subsection (a) of Section 2-180, Chapter 2, title
"Administration" of the Montgomery County Code 1965, as amended, is
hereby repealed and re-enacted, with amendments, to read as follows:
