2130                             Joint Resolutions

American Revolution. He was a representative from this State in
the continental congress elected on December 22, 1779.

It was on November 5, 1781 that he was elected by the continental
congress as "President of the United States in Congress Assembled."
He held this office for one year.

John Hanson died in 1783 at Oxon Hill in Prince George's County,
Maryland.

The importance of John Hanson on the national scene is attested
by the fact that his statue is in Statuary Hall in the Capitol of the
United States. It is most fitting and proper that this State provide
some organized observance of his birthday.

The regular observance of John Hanson Day is made more impor-
tant for the State of Maryland because a lineal descendant of the
great John Hanson serves in the General Assembly of Maryland. He
is the Honorable John Hanson Briscoe of St. Mary's County, an able
and energetic member of this Legislature who carries forward bril-
liantly the aura of his namesake; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Governor
of Maryland is requested in this and succeeding years to designate
April 14 as John Hanson Day; and be it further

Resolved, That the Governor in this and succeeding years is re-
quested to issue a proclamation in advance of John Hanson Day call-
ing upon the people of the State to make fitting observance of John
Hanson Day.

(Senate Joint Resolution 52)

Senate Joint Resolution urging Maryland's Congressmen and Sena-
tors to support the assumption by the Federal Government of all
costs of public welfare, rather than the tax sharing plan as pro-
posed by President Nixon.

Whereas, welfare has become so interstate in nature and so
dominated by Federal policy that only complete Federal financing
makes sense;

Whereas, a system financed uniformly and administered uni-
formly, would, in itself, be more just, more equitable, and more
responsible, not only for the thousands of welfare recipients in
Maryland, but also throughout the entire country; now, therefore,
be it

Resolved by the General Assembly of Maryland, That Maryland's
Congressmen and Senators be urged to support a national welfare
program totally financed and administered by the Federal Govern-
ment; and be it further

Resolved, That copies of this Resolution be sent to the U. S. Sena-
tors from Maryland and the Maryland Members of the House of
Representatives.
