2116                             Joint Resolutions

Whereas, Kent and Anne Arundel County oystermen enjoy the
right of oystering in the waters contiguous to Queen Anne's County,
which right is not reciprocal; and

Whereas, this disparity works a hardship to the detriment of the
oystermen of those counties who, as a direct result of this unfair
situation are deprived of revenues; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Legis-
lative Council is requested to appoint a committee to study and
determine whether the Chesapeake Bay may be open to all oyster-
ing residents of Maryland or whether each bordering county is
entitled to a reserved section; and be it further

Resolved, That the committee make a study of this situation and
present legislation to correct the inequities of the present laws which
now are restrictive; and be it further

Resolved, That a copy of this Resolution be sent to every member
of the Legislative Council.

(House Joint Resolution 97)

House Joint Resolution requesting the Legislative Council to appoint
a committee to study the activities of non-profit organizations and
the possibility of taxing those organizations and to report the
findings and recommendations of the study to the General Assem-
bly prior to the 1971 Session.

Whereas, There are many non-profit organizations actively con-
ducting businesses within the State of Maryland; and

Whereas, Many non-profit organizations are operating in direct
competition with private enterprises and are deriving profits from
their operations; and

Whereas, It appears to be unfair and inequitable to private enter-
prise to permit this type of activity; and

Whereas, It appears that the State of Maryland is being deprived
of much revenue as a result of the fact that non-profit organizations
are not taxed; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Legis-
lative Council is requested to appoint a committee to study the
activities of non-profit organizations and the possibility of taxing
those organizations, and to report the findings and recommendations
of the study to the General Assembly prior to the 1971 Session; and
be it further

Resolved, That a copy of this Resolution be sent to every member
of the Legislative Council.
