Marvin Mandel, Governor 2099
No. 35
(Senate Joint Resolution 46)
Senate Joint Resolution expressing the respect of the State of Mary-
land for the life and accomplishments of Charles Edward Cornish.
The General Assembly of Maryland expresses its respect for the
life and accomplishments of Charles Edward Cornish of Cambridge,
Maryland.
Mr. Cornish was a foremost member of the Negro community
throughout the entire State of Maryland. He was a lifetime resident
of Dorchester County.
The only protracted period he spent outside Dorchester County
was in the service of his country during World War I.
Thereafter he had a lifetime of activity and leadership in civic,
religious, fraternal, educational, political, business and community
life of his county, the Eastern Shore of Maryland and the entire
State.
Perhaps his outstanding public service was performed as a mem-
ber of the City Council of Cambridge. He served in this position
for some twenty years. During a period of trying civic conditions
his colleagues showed their respect and regard for Mr. Cornish in
electing him President of the City Council of Cambridge.
Charles Edward Cornish was an apostle of moderation. Fre-
quently, he was criticized by extremists on both sides and yet at all
times he had the respect and admiration of extremists, as well as
moderates.
Charles Edward Cornish was one of the most illustrious sons of
Dorchester County. In his passing, the City of Cambridge, the County
of Dorchester and the entire State lost a foremost public citizen
and one who contributed wisely and well of his talents and judgment;
now, therefore, be it
Resolved by the General Assembly of Maryland, That this body
expresses its esteem and respect for the life and accomplishments
of Charles Edward Cornish of Cambridge, Maryland.; AND BE
IT FURTHER
RESOLVED, THAT A COPY OF THIS RESOLUTION BE
SENT TO MRS. MARGARETTA CORNISH, 517 PINE STREET,

Approved April 22, 1970.
No. 36

on financing of education in Maryland to consider a change in the
method of financing the cost of construction of schools and to
develop a program for financing such construction.
