16 and 17 respectively of the Code of Public Local Laws of Mary-
land), titles "Montgomery County" and "Prince George's
County," subtitle "Park and Planning Commission," and to re-
peal Sections 62-1 through 62-12, inclusive, of the Code of Public
Local Laws of Prince George's County (1963 Edition and 1967
Supplement, being Article 17 of the Code of Public Local Laws
of Maryland), title "Prince George's County," subtitle "Recreation
Department," and to repeal all other acts or parts of acts, whether
Public General or Public Local, inconsistent with the provisions
of this Act to the extent of any inconsistency; to provide for the
transfer, regulation, operation and maintenance of all recreation
and conservation functions, programs, facilities, and merit system
personnel of the Prince George's County Recreation Department
by and to The Maryland-National Capital Park and Planning
Commission, to establish the taxing authority thereto, and to pro-
vide a program of recreation and conservation within Prince
George's County and the coordination of such program with the
Commission's Park functions.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 70-54A, 70-62(e) and 59-48A, 54-36(e) be and
they are hereby added to the Montgomery County Code, 1965 Edi-
tion, as amended, and the Code of Public Local Laws of Prince
George's County, 1963 Edition and 1967 Supplement, as amended,
being Article 16 and 17, respectively, of the Code of Public Local
Laws of Maryland, titles "Montgomery County" and "Prince George's
County," subtitle "Park and Planning Commission," to follow im-
mediately after Sections 70-54, 70-62(d) and 59-48 and 59-56(d) of
the respective county codes, and that Section 70-77(d) of the
Montgomery County Code, (1965 Edition, as amended, and of Sec-
tion 59-17(d) of the Code of Public Local Laws of Prince George's
County, 1963 Edition and 1967 Supplement, as amended, being Arti-
cles 16 and 17, respectively, of the Code of Public Local Laws of
Maryland), titles "Montgomery County" and "Prince George's
County," subtitle "Park and Planning Commission," be and the
same is hereby repealed and re-enacted, with amendments, and
that Sections 62-1 through 62-12, inclusive, of the Code of Public
Local Laws of Maryland), title "Prince George's County," subtitle
"Recreation Department," be and the same are repealed in their
entirety, and to repeal all other acts or parts of acts, whether Public
General or Public Local, inconsistent with the provisions of this
Act to the extent of any inconsistency and all to read as follows:

43A. (70-54A) (59-48A) Recreation

(a)    Purpose; authority.

The Prince George's County Planning Board of the Maryland-
National Capital Park and Planning Commission (hereinafter re-
ferred to as the "Board") shall be responsible for providing an ade-
quate and balanced program of recreation to serve the varied needs
and interests of the several age groups among the residents of Prince
George's County, and to coordinate such program with the Com-
mission's Park functions.

(b)    Powers and duties generally.

The Board shall have the power to initiate, adopt, conduct, direct,
