ject to the right of appeal to the Circuit Court of any county of
this State if the licensee is a resident of such county or has his
principal place of business therein, or to the Baltimore City Court
if the licensee lives in Baltimore City or has his principal place of
business in Baltimore, or if the licensee is a nonresident, then to
the court in that jurisdiction in which he temporarily resides or
was apprehended:
1. If the department is satisfied that the registration or that the
certificate, card, plate, or permit was fraudulently or erroneously
issued;
2. If the department determines that a registered vehicle is me-
chanically unfit or unsafe to be operated or moved upon the high-
ways;
3. If a registered vehicle has been dismantled or wrecked;
4. If the department determines that the required fee has not
been paid and it is not paid upon reasonable notice and demand;
5. If a registration card, registration plate, or permit is know-
ingly displayed upon a vehicle other than the one for which issued; or
6. If the department is so authorized under any other provision
of law.
§ 3-705. Suspending or revoking certificate or special plates of a
finance company, transporter or dealer.
The department also may suspend or revoke a certificate or the
special plates issued to a finance company, transporter, or dealer,
upon determining that the person is not lawfully entitled thereto or
has made or knowingly permitted any illegal use of the plates or
has committed fraud in the registration of vehicles or failed to
give notices of transfers when and as required by this subtitle.
§ 3-706. Owner to return evidences of registration upon cancella-
tion, suspension, or revocation.
Whenever the department as authorized hereunder cancels, sus-
pends, or revokes the registration of a vehicle or a certificate of
title, registration card, or registration plate or plates, or any non-
resident or other permit or the license of any dealer or wrecker,
the owner or person in possession of it shall immediately return the
evidences of registration, title or license so canceled,, suspended,
or revoked to the department. Violation of this section is a mis-
demeanor.
§ 3-707. Department may seize title and registration material.
The department may seize and take possession of any certificate
of title, registration card, permit, license, or registration plate issued
by it under this subtitle or under subtitle 5, upon expiration, revoca-
tion, cancellation, or suspension thereof, or which is fictitious, or
which has been unlawfully or erroneously issued.
Part VIII—Fees Connected with Registration and Titling
§ 3-801. Registration fees to be paid to the department.
The registration fees provided in this part shall be paid to the
department prior to the issuance of registration plates and registra-
