1. Any such vehicle driven or moved, upon a highway in con-
formance with the provisions of this subtitle relating to manu-
facturers, transporters, dealers, lienholders, or nonresidents or
under a temporary registration card issued by the department;
2. Any vehicle owned and used by the United States, unless
registration of such a vehicle is requested by a duly authorized
officer or employee of the United States;
3. Any special mobile equipment as herein defined;
4. Any vehicle whose front or rear wheels are lifted from the
highway, and any towed vehicle attached to a towing vehicle by a
tow bar and for which no driver is necessary; or
5. Any trailer or semitrailer haying a chassis weight not in excess
of 1000 pounds, duly registered in another state, but operated in
intrastate service within the State of Maryland, if the owner of the
trailer or semitrailer has registered annually in this State a number
of trailers or semitrailers equal to or in excess of the average number
of trailers or semitrailers the owner will have available annually in
this State for intrastate operations.
6. Any vehicle owned by and in possession of a registered dealer
for purpose of sale.
(b) Every person claiming exemption from registration under
paragraph 5 of subsection (a) shall file annually with the department
at such time and in such manner as prescribed by the department, a
statement under affidavit, which sets forth the total annual registra-
tion in all states, the total annual registration in this State, and the
average total number of such vehicles available for rent or lease
annually in this State, of all trailers and semitrailers intended or
designed to be pulled by Class "A" vehicles, and which are owned or
leased by such person.
(c) The department shall not register or renew the registration
of a vehicle unless a valid certificate of title has been issued by the
department to the owner, or an application therefor has been
delivered to the department, except as expressly authorized in this
subtitle.
(7) The exception contained in this section shall also apply to
any motor vehicle, trailer, or semitrailer validly registered in an-
other State, and bearing valid license plates issued by that State,
which is brought into this State by a nonresident for the purpose
of transporting seasonal farm or crop workmen to be employed on
Maryland farms or for work incidental to seasonal crop operations
on Maryland farms when the vehicle is being used as an incidental
part of harvesting operations within a distance of not more than 35
miles from the source of the crop being harvested and when the
owner of the vehicle has secured from the department an exemption
permit for each vehicle. The department, upon receipt of certifica-
tion by the Superintendent of the Maryland State Police that such
vehicle is entitled to the exemption set forth in this subsection shall
issue an exemption permit on a form to be prescribed by him, which
shall be carried at all times by the operator of the vehicle for which
it is issued or in a conspicuous place on the vehicle. The exception
from registration permit shall be valid for a period of 90 days from
the date of issue and shall be eligible for renewal for an additional
