29.

(c) The [Department of Motor Vehicles] Administration
shall remit all sums collected under the provisions of this section to
the State [Treasurer] Comptroller, who shall transfer and credit
25% thereof to the general funds of the State and shall then [use
and apply] credit the remainder thereof, [first] to the Transporta-
tion Trust Fund established under Article 94A of this Code.
Such funds shall be expended as therein provided, subject to the
prior application
to the extent required for debt service on any-
outstanding State highway construction bonds [and shall transfer
the balance thereof, if any, to the construction fund for the State
Roads Commission provided by Section 32 (e) of said Article 89B].

(t) All fees and charges collected by the State Roads Commis-
sion under this section shall be accounted for and paid promptly
to the State Comptroller and be credited to the [same fund as
receipts from motor vehicle licenses and shall be used exclusively for
road purposes] Gasoline and Motor Vehicle Revenue Account of the
Transportation Trust Fund established under Article 94A of this
Code.

(c)    If within the six months' period no such information is pre-
sented, or if in the judgment of the [Department] Administration
a valid claim has not been presented for the funds, the [Depart-
ment] Administration thereafter shall forthwith deduct the pro rata
cost of the publication from the amount due the payee and pay over
the remainder to the [Motor Vehicle Revenue Fund, for distribution
as provided elsewhere in this article and in Article 89B of this Code]
Comptroller for credit to the Gasoline and Motor Vehicle Revenue
Account of the Transportation Trust Fund established under Arti-
cle 94A.
The liability of the [Department] Administration as to
the amount due the payee shall thereupon cease and determine.

(d)    The payee of any such funds, or any person or persons
claiming through him or it, may recover the amount so paid over
to the [Motor Vehicle Revenue] Transportation Trust Fund, by pre-
senting to the State Comptroller proof that he is the owner of and
is legally entitled to the funds. If the Comptroller, on the advice
of the Attorney General, is satisfied by a reasonable preponderance
of evidence that such person is the owner of and is legally entitled
to the funds, he shall pay them to such person forthwith, from monies
then in the [Motor Vehicle Revenue] Transportation Trust Fund.

150.

(b) "Commissioner" or "Administrator" mean[s] the [Com-
missioner of Motor Vehicles] Motor Vehicle Administrator.

152.

There is hereby created, as part of the Department of Transpor-
tation,
an Unsatisfied Claim and Judgment Fund Board consisting
of the [Commissioner] Administrator, the Commissioner of Insur-
ance, four representatives of insurers, and four representatives of
the public. Such representatives of insurers shall be designated an-
