1764                            JOINT RESOLUTIONS

No. 37
(House Joint Resolution 67)

House Joint Resolution requesting the Governor to appoint a com-
mission of five members to make an economic analysis of the
county dispensary system in Kent County and to make this report
available to the Board of County Commissioners and the public.

Whereas, Kent County has experienced significant changes in re-
cent years by way of increased population and otherwise, and is
on the threshold of even more changes in the name of progress; and

Whereas, An ever-increasing financial burden is being placed upon
the counties to adequately meet the pressing demands of local gov-
ernment and its intensifying complexity; and

WHEREAS, Many citizens question whether the county derives the
greatest monetary benefit from the county liquor dispensary system
and their absolute monopoly of the sale and distribution of alcoholic
beverages; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Gov-
ernor appoint a commission to make a detailed economic analysis
of the county liquor dispensary system in Kent County to deter-
mine the feasibility of continuing it and to make a report, includ-
ing its recommendations, to the Board of County Commissioners
and to make its report available to the public; and, be it further

Resolved, That this commission include the manager of the Kent
County Liquor Control Board, one County Commissioner for Kent
County, one member of the Kent County Alcoholic Beverage Asso-
ciation, and two members of the general public from Kent County;
and, be it further

Resolved, That copies of this resolution be sent to each County Com-
missioner of Kent County and to the members of the Kent County
Liquor Control Board.

(House Joint Resolution 69)

House Joint Resolution requesting the re-activation of the 1967
committee which studied the alcoholic beverage laws of Caroline
County.

Whereas, On May 4, 1967, House Joint Resolution 52 was ap-
proved, which resulted in the appointment of a Study Committee
which reviewed the alcoholic beverage laws of Caroline County;
and

Whereas, The report of said committee recommended, among
other things, that the County Dispensing System be abolished in
Caroline County; now, therefore, be it
