public school employer in negotiation with those employee organi-
zations which request negotiation thereon; provided, however, that
in no event shall there be more than two units in any county or
Baltimore City; and provided further that all public school employees
shall be included in one of said units and shall be permitted all the
rights granted herein.

(e) The designation of an exclusive representative shall be made
upon the following bases:

(1)    Where an employee organization certifies to the public school
employer that it has a membership enrollment of
AT LEAST thirty
percent (30%) of the total number of public school employees in a
specified unit in a county or Baltimore City, as of June 1 of the year in
which certification is made, such certification shall constitute a request
for recognition as exclusive representative of all public school em-
ployees in said unit in such county or Baltimore City.

(2)    Thereafter, if any other employee organization certifies that
it has a membership enrollment of at least ten percent (10%) of the
total number of public school employees in such unit, as of said
June 1, then, in such event, an election shall be held, in which the
public school employees in such unit shall be offered a choice among
each of said employee organizations as the exclusive representative
of all public school employees in said unit or of no exclusive rep-
resentation.

(3)    If no other employee organization certifies that it has a
membership enrollment of at least ten percent (10%) of the total
number of public school employees in such unit, then, upon request
by said employee organization described in subsection (1) hereof,
an election shall be held wherein the ballot shall offer a choice between
exclusive representation by such organization and no exclusive
representation.

(4) If no other employee organization certifies that it has a
membership enrollment of at least ten percent (10%) of the total
number of public school employees in such unit, and no request for
election is made as provided for in subsection (3) hereof, then, upon
further certification by said employee organization described in sub-
section (1) hereof that it has a membership enrollment of the
majority of the public school employees in such unit in said county
or Baltimore City, in such event the public school employer shall
designate said employee organization as the exclusive representative
of all public school employees in said unit in such county or Baltimore
City.

(5) The public school employer shall adopt reasonable rules and
regulations for verifying the number of certificated employees (or
persons of equivalent status in Baltimore City) of the public school
employer who are members in good standing of an employee organi-
nation on the date of such certification, and it shall also adopt
reasonable rules and regulations for the conduct of said elections
and certification of the results; provided, however, that such
