Sec. 2. And be it further enacted, That the effect of this Act is
contingent upon the extent to which funds are available for the
stated purpose under Chapter 759 of the Acts of 1967 and contingent
also upon whether the purposes of this Act can be accomplished
without impairing the validity of bonds authorized or issued, and
of any other Act or thing done, under the provisions of said
Chapter 759 of the Acts of 1967.

Sec. 3. And be it further enacted, That subject to the terms and
conditions of Section 2 hereinabove, this Act shall take effect June
1, 1968.

CHAPTER 481
(Senate Bill 342)

AN ACT to add new Section 705 to Article 27 of the Annotated Code
of Maryland (1967 Cum. Supp.), title "Crimes and Punishment,"
subtitle "Regional Detention Centers"; to enable one or more
Counties or Baltimore City to establish a Regional Detention Cen-
ter; to provide for the funding of the construction, rehabilitation
and certain limited staffing of the Centers; to give the Commis-
sioner of Correction the authority and duty to set standards for,
and determine qualification of, a Regional Detention Center and
place with him the responsibility for approval of the rehabilitation
and training programs of such centers before obligating the State
to pay a limited portion of the staffing of the centers;
and further
to provide certain State financial involvement in facilities now
existing which later qualify as Regional Detention Centers and
give to the Courts of this State the power to sentence directly to
the Center in certain limited cases and matters generally relating
thereto.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 705 and new subtitle "Regional Detention Centers"
be, and hereby are, added to Article 27 of the Annotated Code of
Maryland (1967 Cum. Supp.), title "Crimes and Punishment," to
follow immediately after Section 704 thereof, and all to read as
follows:

705.
A. Definitions

1. A Regional Detention Center is a facility operated by one or
more Counties for the purpose of detention and confinement.

2. The terms "Staffing" as used in this section shall mean persons

hired solely for the purpose of rehabilitation, training and education
of the persons confined within a Regional Detention Center. It may

include the chief administrative officer of a facility if his function

is more closely related to the rehabilitative process than that of overt
