the ensuing year, together with a medical statement satisfactory
to the Medical Service Division of the Baltimore City Civil Service
Commission that he remains incapable of performing the duties of
a court reporter.
(d) No reporter appointed after January 1, 1956, shall be en-
titled to a retirement salary under this Section.
300. Certification and Manner of Payment
The eligibility of any bailiff or reporter for a retirement salary
under this subtitle shall be evidenced by a certificate of the Ad-
ministrator of the Supreme Bench directed to the Board of Estimates,
and all retirement salaries shall be paid in the same manner as the
salaries of active bailiffs and reporters.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

(House Bill 929)
AN ACT to repeal and re-enact, with amendments, Section 194(e)
of Article 56 of the Annotated Code of Maryland (1967 Supple-
ment), title "Licenses," subtitle "Dog Licenses in the Counties,"
to grant to the County Commissioners of Frederick County powers
to prescribe rules and regulations for the licensing and control
of dogs in Frederick County, and to correct an error therein.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 194 (e) of Article 56 of the Annotated Code of Mary-
land (1967 Supplement), title "Licenses," subtitle "Dog Licenses
in the Counties," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
194.
(e) The boards of county commissioners of Allegany, Charles,
Frederick, St. Mary's and Carroll counties are hereby authorized
and empowered, in order to safeguard the health, safety and public
welfare of the residents of such counties to pass rules, regulations
or resolutions for the purpose of carrying out the powers herein-
after granted, provided that such rules, regulations or resolutions
shall contain proper standards for the exercise of the discretion
contained herein, and shall operate uniformly. The said rules, reg-
ulations or resolutions shall provide for the sale of dog licenses in
said county, the keeping of records of all sales, the designation of
persons authorized to sell such licenses, the taking into custody and
disposition of any dogs found running at large within the limits
of such county with power to delegate by written contract the en-
forcement of such rules, regulations or resolutions, provided, how-
ever, in any such contract said boards of county commissioners
