service in the course of employment and in the line of duty in order
that he might fully qualify for any benefits otherwise accruing.
Necessary expenditures for the purposes of this subtitle shall be
made out of any appropriations usually available to fire companies
or rescue squads.
The foregoing sections shall be liberally construed in order to
effect the purpose of this subtitle to provide for mutual aid for fire
departments and rescue squads in time of need.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

CHAPTER 396
(House Bill 19)
AN ACT to repeal Sections 290 through 309, inclusive, of Article 43
of the Annotated Code of Maryland (1965 Replacement Volume),
title "Health," subtitles respectively "Registration of Nurses" and
"Licensed Practical Nurses" and to enact in lieu thereof new Sec-
tions 290 through 302, inclusive, to stand in the place of the sections
repealed and to be under the new subtitle "Registered Nurses and
Practical Nurses," to revise the laws regulating the practice of
nursing in the State; to provide for a State Board of Nursing; to
define the powers and duties of the Board, including licensure of
practitioners of nursing and establishment of standards for edu-
cational programs preparing for nursing practice; to prescribe pen-
alties for violations of this act; and relating generally to registered
nurses and practical nurses.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 290 through 309, inclusive, of Article 43 of the An-
notated Code of Maryland (1965 Replacement Volume), title
"Health," subtitles respectively "Registration of Nurses" and "Li-
censed Practical Nurses" be and they are hereby repealed, and that
new Sections 290 through 302, inclusive, be and they are hereby
enacted in lieu thereof, to stand in the place of the sections re-
pealed, and to be under the new subtitle "Registered Nurses and
Practical Nurses," and to read as follows:

In order to safeguard life and health, no person shall practice or
offer to practice professional nursing or practical nursing in this
State unless licensed as hereinafter provided. It shall be unlawful
for any person not licensed under the provisions of this subtitle to
