exceed $10,000.00. THE FULL-TIME PERMANENT EMPLOYEES
OF THE BOARD INCLUDING THE CHIEF CLERK SHALL BE
QUALIFIED, EMPLOYED AND COMPENSATED IN ACCORD-
ANCE WITH THE RULES AND REGULATIONS OF THE MERIT
BOARD OF PRINCE GEORGE'S COUNTY AND SUBJECT TO
ITS PRIVILEGES AND RESPONSIBILITIES, PROVIDED THAT,
HOWEVER, (1) THE CHIEF CLERK OF SAID BOARD SHALL
BE CONSIDERED THE DEPARTMENT HEAD FOR PURPOSES
OF SUCH RULES AND REGULATIONS, (2) THERE SHALL BE
TWO REGISTERS FOR POSITIONS UNDER SUCH DEPART-
MENT HEAD, ONE FOR EACH OF THE TWO LEADING POLIT-
ICAL PARTIES, AND (3) THE POSITIONS FILLED FROM
EACH REGISTER SHALL NOT EXCEED THE OTHER BY MORE
THAN ONE.

(f)    Queen Anne's County: In Queen Anne's County, the clerk
of the board shall receive an annual salary of $500.

(g)    Somerset County: In Somerset County, the clerk of the
board shall receive an annual salary of $700.

(h) Wicomico County: In Wicomico County the clerk of the
board shall receive an annual salary of $800.00. There also shall
be a position of assistant clerk to the board with an annual salary
of $500.00. The salaries of the clerks shall be paid in equal quar-
terly installments by the County Council of Wicomico County; pro-
vided, however, that in the event of special elections or special
services rendered, the County Council shall, at the request and rec-
ommendation of the board, allow additional compensation as they
may deem commensurate with the special services rendered.

(I) WORCESTER COUNTY: IN WORCESTER COUNTY, THE
CLERK OF THE BOARD SHALL RECEIVE AN ANNUAL
SALARY OF $800.00.

2-7. Judges of election.

(a)    Each board biennially shall appoint for each precinct, at least
four (4) judges. An equal number of such judges shall be selected
from the majority party and the principal minority party in the
State; and the board in making any such appointments shall desig-
nate the persons intended by it to represent each such political
party. The board may require the attendance of these persons be-
fore it for examination with respect to their qualifications.

(b)    Each judge so appointed must be a registered voter residing
in the election district or ward in which the precinct for which he
is appointed is located. He must be able to speak, read and write
the English language; and during the time of acting as a judge
must not hold or be a candidate for any other public or political
party office. Each board may prescribe such rules and regulations as
they may deem necessary for determining the qualifications of per-
sons proposed for appointment as judges.

(c)    Each member of the board shall have a veto upon the pro-
posed appointment of any judge. If in any instance in consequence
of the use of such a veto, the board cannot agree upon an appoint-
ment, then the member or members of the board belonging to the
political party entitled to be represented by such judge shall name
three (3) eligible persons for the office, and from this list the other
