Nothing contained in this subtitle shall be deemed to have any
effect whatever upon the existing powers of any banking institution,
savings bank, State chartered building and loan association, any
association subject to the provisions of the laws of Maryland, Fed-
eral savings and loan association, or insurance company or other
financial institution which is subject to any other law of this State
or of the United States regulating the power of such institution to
engage in mortgage loan transactions, or upon the conditions and
limitations imposed by any such law upon the exercise of such
powers.
Sec. 2. And be it further enacted, That if any provisions of this
Act or the application thereof to any person or circumstance is held
invalid for any reason, such invalidity shall not affect the other pro-
visions or any other application of this Act which can be given effect
without the invalid provisions or application, and to this end, all
provisions of this subtitle are declared to be severable.
Sec. 3. And be it further enacted, That all laws or parts of laws,
public general or public local, inconsistent with the provisions of this
Act are hereby repealed to the extent of such inconsistency.
Sec. 4. And be it further enacted, That this Act shall take effect
January 1, 1968.

AN ACT to add new Sections 59 to 74, inclusive, to Article 96A
of the Annotated Code of Maryland (1964 Replacement Volume),
title "Water Resources," to follow immediately after Section 58
thereof and to be under the new subtitle "Susquehanna River
Basin Compact," enacting on the part of the State of Maryland
the so-called Susquehanna River Basin Compact, providing for
a Compact among the states of New York, Pennsylvania, and
Maryland and with the Federal Government for the preservation
and improvement of the Susquehanna River Basin; providing for
the creation of a Susquehanna River Basin Commission and for
its members, powers, duties, functions, finances, and operations;
providing for the powers, duties, and functions of the several
signatory parties to the Compact in relation thereto; providing
for the application, effect, and duration of the Compact, and
relating generally to the Susquehanna River Basin and to its
water and other resources.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 59 to 74, inclusive, be and they are hereby added
to Article 96A of the Annotated Code of Maryland (1964 Replace-
ment Volume), title "Water Resources," to follow immediately after
Section 58 thereof, to be under the new subtitle "Susquehanna River
Basin Compact," and all to read as follows:
