such children, including the specified relative or relatives with whom
the dependent child or children is living.

(f) No provisions of this section shall be repealed by any other
Maryland law unless this section is specifically referred to in such
repeal.

47.

Local units shall have the duties and responsibilities as prescribed
in this Article, and shall:

(a)  Administer the provisions of this subtitle in the respective
counties and in Baltimore City.

(b)  Report to the State Department at such time and in such
manner and form as the State Department may from time to time
direct.

(c)  Submit annually to the [county commissioners or the mayor
and city council of Baltimore, as the case may be,] respective local
governing authority,
after approval by the State Department, a
budget containing an estimate and supporting data setting forth the
amount of money needed to carry out the provisions of this subtitle.

56.

The [county commissioners of each county and the mayor and
city council of Baltimore] local governing authority shall annually
levy one cent (1¢) on each one hundred dollars of assessable property
to carry out the provisions of this subtitle, or shall provide for the
same out of the general revenue; provided that [the county commis-
sioners of each county and the mayor and city council of Baltimore]
such local governing authority shall not be required to appropriate
from taxes so levied, or from general revenue, more than is neces-
sary to pay those costs of the program remaining after full use of
all matching funds made available to the [said] respective county,
or Baltimore City, by federal legislation. [The county commissioners
of each county and the mayor and city council of Baltimore] Such
local governing authority
may levy for or appropriate, with the ap-
proval of the State Department, additional funds, to be turned over
to the State Comptroller and expended to effectuate the purposes of
this subtitle. The provisions of this section are subject to the re-
quirements of Section 18A of this Article [88A of this Code].

BOARDING CARE FOR CHILDREN
60A.

The [county commissioners of each county and the mayor and
city council of Baltimore] local governing authority shall annually
levy one cent (1¢) on each one hundred dollars of assessable prop-
erty to provide for payments for care, outside the home, on behalf of
neglected, dependent or delinquent children, or shall provide for the
same out of the general revenue; provided that [the county commis-
sioners of each county and the mayor and city council of Baltimore]
such local governing authority shall not be required to appropriate
from taxes so levied, or from general revenue, more than is necessary
to pay one-half of the total cost of the program for their respective
subdivisions. [The county commissioners of each county and the
mayor and city council of Baltimore] Such local governing authority
