1734                            JOINT RESOLUTIONS

whom shall be appointed by the Speaker of the House of Delegates
from the membership of that body, and three of whom shall be ap-
pointed by the Governor; and be it further

Resolved, That this Commission be authorized and directed to
study the taxation and fiscal problems set forth in the Committee
recommendation quoted above, and any other related problems
deemed by them to be desirable with instructions to report back to
the Governor and the General Assembly on its findings and recom-
mendations at the 1968 Session of the General Assembly; and be it
further

Resolved, That copies of this Resolution be sent to the President
of the Senate, the Speaker of the House of Delegates, and the
Director of the Fiscal Research Bureau.

(House Joint Resolution 26)

House Joint Resolution to request the Governor of Maryland to
appoint a Committee to review suggested changes in the game
and fish laws.

Whereas, At each General Assembly, bills are presented by in-
dividual members proposing various changes in the game and fish
licensing laws; and

Whereas, Two proposals which have been submitted in the past
which deserve consideration are (1) an exemption from the fresh
water fishing laws to permit senior citizens of the State to fish
without obtaining a license, and (2) an exemption from the hunting
laws to allow senior citizens of the State to hunt without obtaining
a license; and

Whereas, At the same time that these two proposals are con-
sidered, the Department of Game and Fish suggests that all of the
laws relating to game birds, game animals and game and fresh
water fish ought to be reviewed for modernization and recodification
together with the method of funding of the activities and functions
of the Department; and

Whereas, For these purposes, it is desirable that a Gubernatorial
Commission be appointed; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Gov-
ernor of Maryland is requested to appoint a committee consisting
of the following persons to make the study and review of the game
birds, game animals and game and fresh water fish laws proposed
herein: on ONE member of the Senate of Maryland designated by the
President of the Senate; one member of the House of Delegates
designated by the Speaker of the House; the Chairman of the Game
and Inland Fish Commission; the Director of the Department of
Game and Inland Fish; the Chairman of the Board of Natural Re-
sources or bis THEIR representative; one member designated by the
Wildlife Institute MARYLAND WILDLIFE FEDERATION; and
