(Senate Joint Resolution 27)

Senate Joint Resolution requesting the Mayor and Aldermen of the
City of Annapolis to remove the provision requiring a referendum
from the "Historic District Commission" Ordinance approved on
September 12, 1966.

Whereas, The Mayor and Aldermen of the City of Annapolis met
with the President of the Senate and others during the 1966 Session
of the General Assembly to object to the passage of scenic easement
legislation; and

Whereas, The Mayor and Aldermen agreed that, since State
facilities would be expanded within the historic area of Annapolis,
they would enact legislation creating a commission to review the
appropriateness of new construction and changes to exterior features
of buildings in the historic area of Annapolis; and

Whereas, On September 12, 1966, the Mayor and Aldermen of
Annapolis approved an ordinance creating "The Historic District
Commission" to safeguard the heritage of Annapolis by preserving
that area which reflects elements of its cultural, social, economic,
political, or architectural history; to stabilize and improve property
values in the historic district; to foster civic beauty; to strengthen
the local economy and to promote the use and preservation of the
historic district; and

Whereas, The benefits to be derived from the creation of "The
Historic District Commission" have been deferred, by a referendum
provision in the ordinance, until the next regular General Municipal
Election; and

Whereas, It is the sense of the General Assembly of Maryland that
the Mayor and Aldermen of the City of Annapolis have unduly
delayed the effective date of the ordinance in contravention of their
prior agreement; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Mayor
and Aldermen of the City of Annapolis be requested to remove the
provision requiring a referendum from the "Historic District Com-
mission" Ordinance approved on September 12, 1966; and be it
further

Resolved, That copies of this resolution be sent to the Mayor and
Aldermen of the City of Annapolis.
