of the Executive Administrator. In all other respects and as to all
other employees of the departments, boards and agencies listed in
this section, the powers and duties of the departments, boards and
agencies or the employees thereof shall be exercised subject to the
direction, control and jurisdiction of the officers of such departments,
boards and agencies listed in this subsection.

(d) The Executive Administrator shall have such employees,
office facilities and other staff as may be provided in the annual

State budget.

(A)  THERE IS HEREBY CREATED A COORDINATING
COUNCIL FOR CORRECTIONAL SERVICES. THE COUNCIL
SHALL BE COMPOSED FROM TIME TO TIME OF THE FOL-
LOWING PERSONS: A REPRESENTATIVE OF THE GOVER-
NOR OF MARYLAND, WHO SHALL BE ONE OF THE PERSONS
ON THE GOVERNOR'S STAFF, RESPONSIBLE FOR COORDI-
NATION OF CORRECTIONAL PROGRAMS; THE COMMIS-
SIONER OF CORRECTION; THE DIRECTOR OF THE PATUX-
ENT INSTITUTION; THE DIRECTOR OF THE STATE DEPART-
MENT OF JUVENILE SERVICES; THE DIRECTOR OF THE
STATE DEPARTMENT OF PAROLE AND PROBATION; THE
STATE JAIL PROGRAMMING AND INSPECTION OFFICER;
AND A REPRESENTATIVE OF THE GENERAL ASSEMBLY
WHO SHALL BE THE CHAIRMAN OF THE JOINT COM-
MITTEE ON PRISON ADMINISTRATION OF THE GENERAL
ASSEMBLY. THE REPRESENTATIVE OF THE GOVERNOR
SHALL SERVE AS CHAIRMAN OF THE COUNCIL. WHEN-
EVER ONE OF THE MEMBERS OF THE COUNCIL, OTHER
THAN ITS CHAIRMAN AND THE GENERAL ASSEMBLY
REPRESENTATIVE, CANNOT ATTEND A MEETING OF THE
COUNCIL, HE MAY AUTHORIZE AN ALTERNATE TO AT-
TEND IN HIS ABSENCE.

(B)  THE COUNCIL SHALL MEET AT LEAST SIX TIMES
ANNUALLY AND MORE OFTEN AS MAY BE NECESSARY.
IT SHALL HAVE SUCH STAFF AS MAY BE PROVIDED IN
THE ANNUAL STATE BUDGET.

(C)  IT IS THE INTENTION OF THE GENERAL ASSEMBLY
THAT THE COUNCIL SHALL SERVE AS A COORDINATING
BODY FOR THE PURPOSE OF ACHIEVING A UNIFIED
APPROACH BY THE DEPARTMENTS OF CORRECTION,
JUVENILE SERVICES, PAROLE AND PROBATION, THE
PATUXENT INSTITUTION, AND THE JAIL PROGRAMMING
AND INSPECTION OFFICER, TO THE CONFINEMENT,
TREATMENT AND REHABILITATION OF PERSONS CON-
FINED IN THE INSTITUTIONS AND FACILITIES UNDER THE
JURISDICTION OF THESE DEPARTMENTS AND OFFICERS,
IN ORDER TO PREVENT OVERLAPPING AND DUPLICATION
OF PROGRAMS, SERVICES AND FACILITIES. FOR THIS
PURPOSE THE COUNCIL SHALL HAVE THE DUTY OF
ACHIEVING COORDINATION IN THE PROGRAMS, PLAN-
NING AND PROCEDURES WITHIN THE JURISDICTION OF
THE DEPARTMENTS OF CORRECTION, PAROLE AND PRO-
BATION, JUVENILE SERVICES, THE PATUXENT INSTITU-
TION, AND THE JAIL PROGRAMMING AND INSPECTION
OFFICER.
