source of revenue, and further showing therein the public expendi-
tures of the State, the purposes for which such expenditures were
made and showing amounts claimed to be due to the State by any
political subdivision or by any public officer of a political subdivision
charged by law with the collection of revenues for the account of
the State. Such annual report shall also set forth an estimate of the
revenues and expenditures for the current fiscal year.
(b) He shall also separately report to the Legislature and to the
Governor as soon as practicable after the close of each fiscal year,
the names and official character or service of each person to whom
any payment or allowance has been made or the purpose for which
payments have been made from the appropriations for legislative
expenses of the General Assembly, and separating the same into
payments made for or in behalf of the Senate, and payments made
for or in behalf of the House of Delegates.

He shall keep and preserve in his office [in suitable books, to be
procured at the expense of the State,] full and accurate accounts
of the annual revenues and expenditures of every class and descrip-
tion, under the proper heads thereof [, according to such forms as
under the provisions of the Constitution he may prescribe]. The
general books and accounts of his office shall be subject to the inspec-
tion of the Governor and members of the Legislature during regular
business hours.

He shall cause to be printed or otherwise prepared, in the forms
prescribed by law or usage, blank [marriage] licenses [, traders'
licenses, ordinary licenses, nonresident licenses, brokers' licenses,
hawkers' and peddlers' licenses, exhibition licenses, billiard table
licenses, wood hucksters' licenses, and all other licenses] of every
kind and description issued by the clerks of the courts of this State,
and [now] authorized by law [, with the several rates, grades and
descriptions thereof, with reference to the character and object
of said licenses, the sum to be paid therefor, and the fractional
part of the year, not less than one month or any number of months
for which the same may be issued;] and [upon the requisition of
the clerks of the several circuit courts, and of the Court of Common
Pleas,] shall [forthwith] deliver to the said clerks the number and
description of licenses required by them [for one year, or the frac-
tional parts of the year, terminating on the thirtieth of April then
next ensuing and shall take a receipt from the several clerks
therefor],

The Comptroller is authorized and empowered to adjust and settle
the claims of the State against all collectors, sheriffs, clerks of
courts, registers of wills, and other collectors or receivers of public
money and their sureties, and against corporations and individuals
who may be indebted and in arrears to the State for two years
whether said claims be in the form of judgment or otherwise, and
for the purpose of closing all such cases the Comptroller is fully
authorized to compromise the same by abating the interest that has
accrued, or any portion thereof, or any part of the principal debt,
