For these reasons, I am vetoing House Bill 1106 with the rec-
ommendation that the sponsor of the Bill and those interested in car-
rying out its objectives confer with representatives of the Clerks of
the Circuit Courts Association with a view to resolving the prob-
lems which this Bill presents to the Clerks of the Circuit Courts.

House Bill No. 1169—Trooper Cadets in State Police

AN ACT to add new Section 8A to Article 88B of the Anno-
tated Code of Maryland (1957 Edition and 1964 Replacement Vol-
ume), title "State Police," subtitle "In General," to follow immedi-
ately after Section 8 thereof, to establish the grade or rank of trooper
cadet within the Department of Maryland State Police; to provide the
manner of appointment, duties, term, and status of trooper cadets;
to provide for the discharge of trooper cadets or their appointment
as police or civilian employees of the Department; to provide for
allowance of certain time served as a trooper cadet in determining
longevity pay as a police employee; and relating generally to a new
grade or rank of trooper cadet within said Department.

Dear Mr. Speaker:

In accordance with the provisions of Article 2, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1169.

This Bill would establish the grade or rank of Trooper Cadet
within the Department of Maryland State Police. The Commissioner
of Personnel and the Superintendent of the Maryland State Police
have recommended that the same be vetoed. They point out that
the Bill is vague and unclear as to the responsibilities of the Com-
missioner of Personnel and could be demoralizing to the members
of the Maryland State Police who might be receiving different rates
of pay and yet perform the same duties. They further point out
that the matter could better be handled administratively rather
than through legislation.

For the foregoing reasons, I am vetoing House Bill 1169.
