rule, regulation or resolution. Notwithstanding the provisions of
Sub-section 195 of this article, said County Commissioners may in
their discretion use all or any part of the dog license tax for the
establishment of a pound, and for the collection or destruction of
said dogs. The County Commissioners shall further be authorized
and empowered, hereby, to appoint dog wardens and to provide the
compensation therefor, who shall have all the powers of a peace
officer, who may sell and issue dog licenses, and take into custody
and dispose of stray, injured, unlicensed, diseased or vicious dogs in
accordance with rules, regulations or resolutions of the County
Commissioners and pursuant to this section. Said County Commis-
sioners are further authorized and empowered to provide a dog
pound for Worcester County wherein dogs seized by dog wardens
may be placed or, in the discretion of the Commissioners, to enter
into agreements with adjacent counties for the establishment of a
dog pound to serve all of such counties. Said Commissioners are
further authorized to pay any expenses arising from the operation
of this sub-section. Provided, however, that this sub-section shall
not be operative or effective within the corporate limits of any
incorporated town or city within Worcester County unless and until
the governing body thereof shall indicate by resolution its intention
to be governed by the provisions of this section.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1965.

CHAPTER 556
(Senate Bill 540)

AN ACT to add new Section 59D to Article 19 of the Code of Public
Local Laws of Maryland (1930 Edition), title "St. Mary's County",
sub-title "County Commissioners", to follow after the several Sec-
tions 59C as added to said Code by Chapters 543, 674 and 838 of
the Acts of 1961, authorizing the County Commissioners of St.
Mary's County to borrow $100,000 for the purchase of land for
and the construction of an airport under certain conditions.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 59D be and it is hereby added to Article 19 of the
Code of Public Local Laws of Maryland (1930 Edition) title "St.
Mary's County", sub-title "County Commissioners", to follow after
the several Sections 59C as added to said Code by Chapters 543, 674
and 838 of the Acts of 1961, to read as follows:

59D. The County Commissioners of St. Mary's County are hereby
authorized to borrow a sum not exceeding One Hundred Thousand
Dollars ($100,000.00) for the purpose of the purchase of land for and
construction of an airport in St. Mary's County. The said Commis-
sioners may not borrow said sum, or any part thereof, unless, in
addition and at the time, federal and state funds have been committed
to the project for which the proceeds of the loan authorized here-
