CHAPTER 317
(House Bill 142)
AN ACT to add new Sections 288-301, inclusive, to Article 33 of the
Annotated Code of Maryland (1957 Edition and 1964 Supplement),
title "Elections," to follow immediately after Section 287 thereof
and to be under the new subtitle "Uniform Act for Voting by Non-
Residents in Presidential Elections," providing for voting by new
residents of Maryland in presidential elections, exempting such
persons from residence and registration requirements applicable
to other persons, establishing procedures therefor, and providing
penalties for false statements on affidavits.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 288-301, inclusive, be and they are hereby added
to Article 33 of the Annotated Code of Maryland (1957 Edition and
1964 Supplement), title "Elections," to follow immediately after
Section 287 thereof, to be under the new subtitle "Uniform Act for
Voting by Non-Residents in Presidential Elections," and all to read
as follows:
Uniform Act for Voting by Non-Residents in
Presidential Elections
Each citizen of the United States who has been a resident of this
State for less than one year on the day before the day of a presidential
election, may vote for presidential and vice-presidential electors at
that election, but for no other officers or matters submitted to the
voters, provided (a) he shall have resided in the ward or election
district where he offers to vote at least forty-five days next preceding
such presidential election, (b) otherwise possesses the substantive
qualifications to vote in this State, except the requirements of resi-
dence and registration, and (c) complies with the provisions of this
act.

The Board of Election Supervisors of each county and Baltimore
City shall designate an officer or employee, who in addition to his
other duties, if any, shall act and be known as the "Registrar of New
Resident Voters," and who may have one or more authorized deputies.
As used in this act, the term "Registrar" refers to said Registrar
of New Resident Voters or his authorized deputy. The registrar
shall be available during normal office hours at the office of the Board
of Election Supervisors or other appropriate place, during the period
of twenty-five days preceding any general presidential election.

A person desiring to qualify under this act to vote for presidential
and vice-presidential electors shall make an application in the form
of an affidavit executed in duplicate in the presence of the registrar,
substantially as follows:
